Mynatt, seconded by <br />Commissioner Lynn W. Shue, the foregoing resolution entitled "RESOLUTION <br />APPROVING INSTALLMENT CONTRACT FINANCING FOR VARIOUS PUBLIC SCHOOL PROJECTS <br />IN AN AGGREGATE PRINCIPAL AMOUNT UP TO $112,000,000 AND THE EXECUTION AND <br />DELIVERY BY THE CABARRUS COUNTY DEVELOPMENT CORPORATION OF CERTIFICATES OF <br />PARTICIPATION AND /OR LIMITED OBLIGATION BONDS RELATED THERETO, AUTHORIZING <br />THE EXECUTION AND DELIVERY OF RELATED DOCUMENTS IN CONNECTION THEREWITH, AND <br />PROVIDING FOR CERTAIN OTHER RELATED MATTERS" was adopted and passed by the <br />following vote: <br />AYES: Chairman Stephen M. Morris, Vice Chairman Diane R. Honeycutt and <br />Commissioners Grace M. Mynatt, Elizabeth F. Poole and Lynn W. Shue. <br />NOES: None. <br />(9-5) County Manager - Raging Ridge Road Extension and Bridge <br />Jonathan Marshall, Deputy County Manager, reported the North Carolina <br />Department of Transportation ( NCDOT) received bids for the Raging Ridge Road <br />extension and bridge construction. He advised a total of seven bids were <br />received, with Country Boy Landscaping coming in as the apparent low bidder. <br />He stated the low bid is more than the total budget for the project. In <br />addition, he advised, NCDOT requires 15 percent of the project cost to be <br />budgeted for their work including inspection, administration, testing and <br />overhead. Mr. Marshall advised the unfunded need is $381,187.00, and further <br />stated there is approximately $450,000.00 left from the financing of Hickory <br />Ridge Middle and High School that can be used for this purpose. The NCDOT <br />will only bill expenses up to the 15 percent for this project, so any savings <br />will remain with the County. <br />A discussion ensued. During discussion, Mr. Marshall advised the Town <br />of Harrisburg is also involved in this project. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br />unanimously carried, the Board authorized the remaining Hickory Ridge funds <br />up to $381,187.00 to be applied to the Raging Ridge Road Extension and Bridge <br />project. <br />H) APPOINTMENTS TO BOARDS AND COMMITTEES <br />(H -1) Appointments (Removals) - Cabarrus County Planning and Zoning <br />rnmmi —inn <br />Andrew Deal has served on the Cabarrus County Planning and Zoning <br />Commission since July 2012. He was appointed as an Alternate to complete an <br />unexpired term and was later appointed as the Central Planning Area <br />representative with a term expiring August 31, 2016. Mr. Deal has recently <br />moved out of the Central Planning Area and is no longer eligible to represent <br />the Central Area. It is requested to remove his name from the roster. <br />There are currently no applications on file for the Central Planning <br />Area. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board removed Andrew Deal from the Cabarrus County <br />Planning and Zoning Commission roster and thanked him for his service. <br />(H -2) Appointments and Removals - Centralina Workforce Development Board <br />Lisa Conger, formerly with Cabarrus County Schools, has obtained <br />employment outside of the region with the North Carolina Department of Public <br />Instruction and has submitted a resignation letter from the Centralina <br />Workforce Development Board. Ms. Conger has been on this Board since June <br />2010. <br />An application to serve on the Centralina Workforce Development Board <br />has been received from Dr. Carol Spalding, President of Rowan - Cabarrus <br />Community College. The State requires a representative of Higher Education <br />on the Board and Dr. Spalding would fill that need. Dr. Spalding resides in <br />Rowan County. An exception to the "residency" provision of the Appointment <br />Policy would be needed for her. <br />
