February 15, 2016 (Regular Meeting) <br />Page 2660 <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Mynatt <br />and unanimously carried, the Board removed Lisa Conger from the Centralina <br />Workforce Development Board roster and thanked her for her service. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue <br />and unanimously carried, the Board appointed Dr. Carol Spalding o serve on <br />the Centralina Workforce Development Board for an unexpired term ending June <br />30, 2017; including an exception to the "residency" provision of the <br />Appointment Policy. <br />(H -3) Appointments (Removals) - Nursing Home Community Advisory Committee <br />Peggy Yost's term on the Nursing Home Advisory Committee ended January <br />31, 2016. Due to family obligations, she has resigned from her position on <br />the committee. She has served as a member of this board since 2009. <br />There are currently seven vacancies on this Board. <br />UPON MOTION of Commissioner Poole, seconded by Commissioner Mynatt and <br />unanimously carried, the Board removed Peggy Yost from the Nursing Home <br />Community Advisory Committee roster and thanked her for her many years of <br />service. <br />(H -4) Appointments - Cabarrus Tourism Authorit <br />Due to Frank Lapsley's resignation, the Cabarrus County Tourism <br />Authority has an at -large seat that needs to be appointed to fulfill his <br />unexpired term. <br />An application has been received by Troy Taylor to serve on the <br />Cabarrus County Tourism Authority. Mr. Taylor is currently the owner /partner <br />of Jim 'N Nick's Bar -B -Q in Concord and has been nominated by the Tourism <br />Authority to fill Seat #12 "At- large" and complete an unexpired term ending <br />June 30, 2016. <br />The Tourism Authority requests a residency exception for Mr. Taylor. <br />He is currently a resident of Matthews. <br />UPON MOTION of Commissioner Poole, seconded by Commissioner Mynatt and <br />unanimously carried, the Board removed Frank Lapsley from the Cabarrus County <br />Tourism Authority roster and thanked him for his service. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board appointed Troy Taylor to Seat 412 "At-- large" <br />on the Cabarrus County Tourism Authority to complete an unexpired term ending <br />June 30, 2016; including an exception to the "residency" provision of the <br />Appointment Policy. <br />(H--5) Appointments - Cabarrus County Youth Commission <br />The Cabarrus County Youth Commission has reviewed recent member <br />applications and recommends the appointment of the following members: <br />• Noopur Parikh from Early College High School <br />• McKenzie Arstark from First Assembly High School <br />UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board appointed Noopur Parikh and McKenzie <br />Arstark to fill "at large" seats on the Cabarrus County Youth Commission for <br />two -year terms ending June 30, 2017. <br />I) REPORTS <br />(I -1) County Manager - Monthly Reports on Building Activity <br />The Board received the Cabarrus County Construction Standards Dodge <br />Report for January 2016 and the Cabarrus County Commercial Building Plan <br />Review Summary for January 2016 for informational purposes as part of the <br />Agenda. No action was required of the Board. <br />(2 -2) EDC - January 2016 Monthly Summary Report <br />The Board received the Cabarrus Economic Development Corporation (EDC) <br />monthly report for the month of January as part of the Agenda. No action was <br />required of the Board. <br />
