February 15, 2016 (Regular Meeting) Page 2660 UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Mynatt and unanimously carried, the Board removed Lisa Conger from the Centralina Workforce Development Board roster and thanked her for her service. UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and unanimously carried, the Board appointed Dr. Carol Spalding o serve on the Centralina Workforce Development Board for an unexpired term ending June 30, 2017; including an exception to the "residency" provision of the Appointment Policy. (H -3) Appointments (Removals) - Nursing Home Community Advisory Committee Peggy Yost's term on the Nursing Home Advisory Committee ended January 31, 2016. Due to family obligations, she has resigned from her position on the committee. She has served as a member of this board since 2009. There are currently seven vacancies on this Board. UPON MOTION of Commissioner Poole, seconded by Commissioner Mynatt and unanimously carried, the Board removed Peggy Yost from the Nursing Home Community Advisory Committee roster and thanked her for her many years of service. (H -4) Appointments - Cabarrus Tourism Authorit Due to Frank Lapsley's resignation, the Cabarrus County Tourism Authority has an at -large seat that needs to be appointed to fulfill his unexpired term. An application has been received by Troy Taylor to serve on the Cabarrus County Tourism Authority. Mr. Taylor is currently the owner /partner of Jim 'N Nick's Bar -B -Q in Concord and has been nominated by the Tourism Authority to fill Seat #12 "At- large" and complete an unexpired term ending June 30, 2016. The Tourism Authority requests a residency exception for Mr. Taylor. He is currently a resident of Matthews. UPON MOTION of Commissioner Poole, seconded by Commissioner Mynatt and unanimously carried, the Board removed Frank Lapsley from the Cabarrus County Tourism Authority roster and thanked him for his service. UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and unanimously carried, the Board appointed Troy Taylor to Seat 412 "At-- large" on the Cabarrus County Tourism Authority to complete an unexpired term ending June 30, 2016; including an exception to the "residency" provision of the Appointment Policy. (H--5) Appointments - Cabarrus County Youth Commission The Cabarrus County Youth Commission has reviewed recent member applications and recommends the appointment of the following members: • Noopur Parikh from Early College High School • McKenzie Arstark from First Assembly High School UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt and unanimously carried, the Board appointed Noopur Parikh and McKenzie Arstark to fill "at large" seats on the Cabarrus County Youth Commission for two -year terms ending June 30, 2017. I) REPORTS (I -1) County Manager - Monthly Reports on Building Activity The Board received the Cabarrus County Construction Standards Dodge Report for January 2016 and the Cabarrus County Commercial Building Plan Review Summary for January 2016 for informational purposes as part of the Agenda. No action was required of the Board. (2 -2) EDC - January 2016 Monthly Summary Report The Board received the Cabarrus Economic Development Corporation (EDC) monthly report for the month of January as part of the Agenda. No action was required of the Board.
