February I5, 2016 (Regular Meeting) <br />Page 2652 <br />personal property construction and installation by applicant for a <br />period of five years, the County proposes to sell 33.26 acres of vacant <br />land close to Highway 601 near Midland to applicant at a price of <br />$10,000.00 per acre. <br />2. Currently, the County considers such land to be worth between <br />$13,000.00 and $15,600.00 per acre. This yields a discount of between <br />$99,780.00 and $192,908.00 on the price of the land. <br />3. The County expects to generate positive net tax revenues from this <br />project of $210,000.00 for the five year period of and after payment of <br />the underlying 85% grant, based on the projections of the applicant and <br />the Cabarrus County Economic Development Corporation ( "EDC "). <br />4. The applicant and the EDC project that this project will generate <br />approximately 49 employees within the grant period at an average annual <br />wage of $53,963.00 ($25.94 per hour) . The current average annual wage <br />for workers in the County is $36,446.00 ($17.52 per hour) according to <br />the State of North Carolina. The median annual wage in the County is <br />also less than that proposed for applicant's prospective employees. <br />5. The location of this applicant's business in the County will stimulate <br />the economy and promote business in that it will result in creation of <br />additional tax base of approximately $40,000,000.00 and creation of a <br />large number of higher paying jobs in the County. <br />6. The conveyance of the County's land as described will result in a net <br />economic benefit to the County that exceeds the discount in the price <br />of the land afforded to the applicant. <br />7. For these reasons the County believes conveyance of the County's <br />property at the proposed price is beneficial to the citizens of the <br />County and is compliant with the provisions of N.C. Gen. Stat. §158 - <br />7.1(d). <br />A discussion ensued. During discussion, Commissioners Mynatt and Shue <br />expressed support for the incentive grant. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br />unanimously carried, the Hoard approved an Economic Development Grant (5 <br />years, 85 percent) between Cabarrus County and Project Burgundy and the sale <br />at a discounted price of a landlocked tract of County -owned land adjacent to <br />the Aberdeen Western Railroad and near Wallace Road near the Town of Midland. <br />(G -2) Planning and Development - Proposed Amendment to the Code of <br />Ordinances Regarding Electrical Testing Requirement for Unlicensed <br />Individuals - Public Hearing 6:30 P.M. <br />Kelly Sifford, Planning and Development Director, proposed an amendment <br />to the Cabarrus County Code of Ordinances regarding electrical testing <br />requirements for unlicensed individuals. She advised staff is experiencing <br />an increase in unqualified parties performing complicated electrical work <br />which has resulted in multiple, time consuming visits. She stated testing <br />was administered by staff in the past, but was removed from the Code of <br />Ordinances at some point. She requested reinstating the testing and advised <br />a public hearing is required in order to amend the Code of Ordinances. <br />Chairman Morris opened the public hearing at 6:57 p.m. The Public <br />Hearing Notice was posted on the County's website ( www.cabarruscounty.us ) on <br />February 2, 2016 in accordance with Article 2, Administration, Section 2.1 <br />(Use of Electronic Means to Provide Public Notices) of the Cabarrus County <br />Code of Ordinances. <br />There was no one present to address the Board; therefore, Chairman <br />Morris closed the public hearing. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue <br />and unanimously carried, the Board approved the Ordinance Amending the <br />Cabarrus County Code of Ordinances, Article II, Permits and Inspections. <br />AN ORDINANCE AMENDING THE CABARRUS COUNTY <br />CODE OF ORDINANCES <br />Ordinance No. 2016 -01 <br />BE IT ORDAINED that the Cabarrus County Code of Ordinances is hereby amended <br />as follows: <br />ARTICLE II. - PERMITS AND INSPECTIONS <br />Change ordinance as follows: <br />
