February 15, 2016 (Regular Meetin Page 2653 <br />• Sec. 14 -30. - Additional permit restrictions. <br />(a) <br />f�7 <br />(c) <br />(e) <br />Discontinued work; expiry. If, after a permit has been obtained and the <br />work has commenced, the work is discontinued for a period of 12 months, <br />the permit immediately expires. No work authorized by a permit that has <br />expired may thereafter be performed until a new permit has been secured. <br />Appeals from determinations of public safety services department. Unless <br />otherwise provided by law, any appeal from an order, decision, or <br />determination of a member of the public safety services department <br />pertaining to the International Building Code (including North Carolina <br />amendments) or any other state building law shall be taken to the <br />commissioner of insurance or other official specified in G.S. 143 -139, by <br />filing a written notice with him and with the public safety services <br />department within ten days after the day of the order, decision, or <br />determination. Further appeals may be taken to the state building code <br />council or to the courts as provided by law. <br />Remodeling or repair by property owner. This article shall apply to all <br />situations where a property owner desires to do remodeling or repair work <br />on his own personal residence. This article is designed to protect the <br />public and the property owner from faulty workmanship and mistakes. <br />Testing of unlicensed applicant for work on personal residence. Whenever <br />any person who is not a licensed contractor applies for a permit for any <br />electrical work on his own personal residence, the applicant shall be <br />given a test by a tester designated by the Construction Standards <br />Department. The test will be written. A person may take the test more <br />than one time but must wait a period of thirty days before testing again. <br />If the test shows that the person is capable of performing the work for <br />which the permit is sought and shows that the applicant is knowledgeable <br />of the state and local building codes, the application shall be <br />considered in the same manner as any other application for permit. <br />Article does not give warranty. Nothing in this article shall be deemed <br />a warranty either as to the ability of any particular person to do a <br />particular job or as to the safety, quality, or suitability of any work <br />which is done. Neither the issuance of a permit nor the inspection and <br />approval of any work shall constitute a warranty. <br />(f) <br />Codes do not constitute warranty. Nothing in a building, plumbing, <br />electrical or heating or cooling code or ordinance, or any other <br />provision relating to construction or alteration of any building or <br />component of a building, shall constitute a warranty or guarantee of any <br />kind relating to a building or component. Neither the issuance of a <br />permit, nor the completion of an inspection, nor a certificate of <br />occupancy shall constitute a warranty or guarantee either that the <br />construction or alteration complies with all applicable laws and <br />ordinances or that it is free of defects or will perform or last in any <br />particular way. <br />(Ord. of 5- 13 -91, § 6; Ord.
