He advised the permanent right -of -way, temporary drainage easement <br />and temporary construction easement are necessary for improvements related to <br />the widening of I -85. <br />Tim Lowder, CCS (Cabarrus County Schools), Director of Operations, <br />stated, during the construction process, NCDOT will restripe the existing bus <br />driveway to allow two -way traffic. He stated the bulk of the right -of -way <br />purchase is for the construction process. <br />Mr. Marshall stated the total offer is $129,325.00. He advised it has <br />been the County's practice when approving this type of purchase to also <br />approve a budget amendment so that the proceeds benefit the affected school. <br />County Manager - Sewer Easement Agreement at New Odell 3 -5 School <br />Tim Lowder, CCS (Cabarrus County Schools), Executive Director of <br />Operations, requested a sewer easement agreement at the new Odell 3 -5 School. <br />He stated a developer wishes to extend the sewer line through the school <br />property to Highway 73. He advised Cabarrus County is the property owner and <br />will be the agency that needs to approve and sign that agreement. He <br />expressed support for the sewer easement, stating it will also benefit the <br />school. He also responded to questions from the Board. David Burnett, CCS, <br />Director of Construction was also in attendance. <br />Finance - Construction and Renovation Fund Budget Update - Project Ordinance <br />and Related Budget Amendment <br />Susan Finance, Finance Director, requested approval of the Construction <br />and Renovation Project Ordinance and related budget amendment. She advised, <br />since the Construction and Renovation Fund is a multi -year fund and is not <br />included with the annual budget process, a yearly review is completed to <br />estimate the revenues that will be received in the fund for communication <br />tower lease payments. She stated estimates of the FY 2015 lease payments are <br />$80,000.00. <br />Finance - KCS Agency Agreement - Kannapolis Middle School <br />Susan Fearrington, Finance Director, presented a request for the <br />Kannapolis City Schools Agency Agreement for the Kannapolis Middle School <br />project to allow the school system to act on behalf of the County in <br />connection with the construction and equipping of the new Kannapolis Middle <br />School. She said this will also allow the County to receive State sales tax <br />refunds, which will be deposited as funds available for the acquisition and <br />construction of the project. <br />A brief discussion ensued regarding claimants receiving State sales tax <br />refunds. <br />Finance - North Carolina Education Lottery Payment Applications for School <br />Capital <br />Susan Fearrington, Finance Director, requested approval for the North <br />Carolina Education Lottery Payment Applications for school capital. She <br />stated $2 million were included in the FY16 General Fund budget to pay a <br />portion of debt service related to public school debt. <br />A discussion ensued. During discussion, Ms. Fearrington responded to <br />questions from the Board. <br />Human Resources - Employee Benefits Renewal FY 2016 -2017 <br />Lundee Covington, Human Resources Director, and Johanna Ray, Health and <br />Wellness Manager, presented a PowerPoint presentation of the Employee <br />Benefits Renewal FY 2016 -2017 Medical Plan. The presentation covered the <br />continuation of two health plan options: 1) Open Access Plan (OAP) and 2) <br />Consumer Driven Plan (CDP) paired with a health savings account. She also <br />reviewed a restructured non - tobacco use premium discount program to remain <br />compliant with the North Carolina General Statutes and a fee structure for <br />the Employee Health and Wellness Center due to IRS requirements for the <br />payment of non - preventative care services. <br />Following the presentation, a discussion ensued, with Ms. Covington and <br />Ms. Ray responding to questions from the Board. <br />Sheriff's Office - Animal Shelter Fee Schedule <br />
