<br />There was no one present to address the Board; therefore, Chairman
<br />Morris closed the public hearing.
<br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue
<br />and unanimously carried, the Board approved the 2016 -2017 HOME activity and
<br />authorized the County Manager to execute the necessary documentation to move
<br />the project forward.
<br />(G -4) County Manager - Sewer Easement Agreement at New Odell 3 -5 School
<br />As an update from the work session, Jonathan Marshall, Deputy County
<br />Manager, advised the Cabarrus County Board of Education (DOE) met the same
<br />evening as the Boards' work session to review the easement. He stated the
<br />DOE is recommending approval for the easement.
<br />UPON MOTION of Commissioner Mynatt, seconded by Vice Chairman Honeycutt
<br />and unanimously carried, the Board approved the Amendment to Grant of
<br />Temporary and Permanent Sewer Easement with Authorization for the County
<br />Manager to execute that Agreement contingent on review by the County
<br />Attorney.
<br />(G -5) CCS - Capital Funding Request for Mobile Units and Bus Purchases
<br />Kelly Kluttz, Chief Financial Officer, CCS (Cabarrus County Schools),
<br />requested funding for the purchase of 20 mobile units and 10 yellow school
<br />buses for a total request of $1,985,000.00. She advised if the school buses
<br />are ordered immediately, they could be available as early as September 2016.
<br />She also stated the mobile units are needed for the next school term.
<br />A discussion ensued. During discussion, Tim Lowder, Executive Director
<br />of operations, CCS, and Pam Dubois, Senior Deputy County Manager, responded
<br />to questions from the Board_
<br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Mynatt
<br />and unanimously carried, the Board approved the funding request for mobile
<br />units and yellow school buses, and approved the related budget revision and
<br />project ordinance update.

<br />CAPITAL PROJECT BUDGET ORDINANCE
<br />BE IT ORDAINED by the Board of Commissioners of Cabarrus County, North
<br />Carolina that, Pursuant to Section 13.2 of Chapter 159 of the General
<br />Statutes of North Carolina, the following capital project ordinance is hereby
<br />adopted:
