<br />(G -7) CCS - Funding Request for Earnest Money for Potential New School Land
<br />AcsEisition and Site Testing
<br />Tim Lowder, Executive Director of Operations, CCS (Cabarrus County
<br />Schools), requested funding for potential earnest money and site testing for
<br />land acquisition of a new school site for a total request of $20,000.00. He
<br />stated the Environmental Phase I report, a survey, a gectechnical report and
<br />a rock volume map has been supplied by the owner's representative. He
<br />advised the requested funds would be used for a site feasibility study,
<br />further surveys /borings, a property appraisal and earnest money for the
<br />purchase of a due diligence period. He also responded to questions from the
<br />Board. Kelly Kluttz, Chief Financial Officer, CCS, was also in attendance.
<br />UPON MOTION of Commissioner Mynatt, seconded by Vice Chairman Honeycutt
<br />and unanimously carried, the Board approved the funding request and related
<br />budget revision.

<br />(G -8) Economic Development Corporation - Staffin /Bookkee in
<br />On behalf of the Economic. Development Corporation's Board of Directors,
<br />Terry Crawford, Interim Executive Director, EDC (Economic Development
<br />Corporation), requested the Board of Commissioners consider providing
<br />personnel and accounting (bookkeeping) services for the staffing and daily
<br />operations of the EDC. He stated all expenses related to these services will
<br />be paid by the EDC. In addition, he advised, the EDC is requesting the use
<br />of office space inside the county -owned facility located at 2325 Lake Concord
<br />Road in Concord.
<br />Mike Downs, County Manager, stated the EDC Board voted in December 2015
<br />to separate the Chamber of Commerce and EDC operations, thus creating two
<br />separate entities with two separate executive directors. He stated bringing
<br />the EDC staff into the County's fold for administrative purposes would allow
<br />the EDC to include a benefits package to assist in their search to recruit a
<br />new CEO for the Corporation. He stated this would be a pass through only and
<br />the EDC will provide full funding at no cost to the County. In addition, he
<br />stated, while the funds will run through our system, the EDC will remain
<br />independent as who they report to on a daily basis, the new CEO of the EDC
<br />and entirety to the EDC Board of Directors. He stated the County will
<br />continue to fund the EDC through the budget process. In addition, the County
<br />would have the possibility of phasing in some of their bookkeeping services.
<br />He advised he wanted the Board to hear the requests and potentially approve
<br />and make those happen as the need occurs in the near future.
<br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue
<br />and unanimously carried, the Board approved staffing and bookkeeping services
<br />for the Economic Development Corporation as described by the County Manager.
<br />(G -9) County Manager - Community Meeting at Coddle Creek Reservoir Re ort
<br />Chairman Morris stated this item resulted in discussions at a previous
<br />work session regarding the potential transfer of ownership of the Reservoir
<br />from Cabarrus County to the WSACC (water and Sewer Authority of Cabarrus
<br />County). He said conversation arose regarding the fact that the Reservoir is
<br />known by multiple names. In order to hear the opinions of residents, the
<br />County held a public meeting and circulated a survey. After considering the
<br />feedback, examining the actions of the Board of Commissioners in October of
<br />2000 honoring Don T. Howell and looking at the existing signage, the Board
<br />decided this was an item to take action on.
<br />Commissioner Shue MOVED to reaffirm the action of the 2000 Board of
<br />Commissioners and recognize the name Don T. Howell as an honorary name, and
<br />further moved to clarify that the name Coddle Creek Reservoir is the
<br />permitted name and the operating name and authorize the County Manager and
<br />County Attorney to proceed with steps to transfer ownership of the reservoir
<br />
