March 21, 2016 (Regular Meeting) <br />D) INFOR COMMENTS <br />Page 2674 <br />Chairman Morris opened the meeting for Informal Public Comments at 7:05 <br />p.m. He stated each speaker would be limited to three minutes. <br />Edie Barnhardt, resident of 49 Patton Court SE in Concord, presented <br />Commissioner Poole with tie -dyed scarves. <br />Vince Powell, resident of 8346 Pompano Road in Harrisburg and Cabarrus <br />County Board of Education member, expressed appreciation for the positive <br />relationship between Cabarrus County Schools staff and Cabarrus County staff. <br />With there being no one else to address the Board, Chairman Morris <br />closed that portion of the meeting. <br />(E) OLD BUSINESS <br />F) CONSENT <br />(F -1) County Manager - Community Meeting at Coddle Creek Reservoir Report <br />Note: This item was moved to New Business for discussion. See <br />item G -9. <br />(F -2) County Manager - NCDOT Purchase of Right -of -Way at <br />Winecoff Elementary School <br />NCDOT (North Carolina Department of Transportation) has worked with the <br />County and Cabarrus County Schools on the purchase of a right -of -way, <br />drainage easement and construction easement at Winecoff Elementary School. <br />The permanent right -of -way (.265 acres), temporary drainage easement (.228 <br />acres) and temporary construction easement (1.975 acres) are necessary for <br />improvements related to the widening of I -85. <br />The total offer is $129,325.00. It has been the County's practice when <br />approving this type of purchase to also approve a budget amendment so that <br />the proceeds benefit the affected school. A Cabarrus County Schools <br />representative was present at the work session to discuss the intended use of <br />those funds for maintenance and improvement projects at Winecoff. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue <br />and unanimously carried, the Board approved the acquisition of right -of -way <br />and easements at Winecoff Elementary School per the terms of the Summary <br />Statement /Contingent Offer. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue <br />and unanimously carried, the Board approved the budget amendment designating <br />the proceeds of the sale to the benefit of Winecoff Elementary School. <br />(F -3) Finance - Construction and Renovation Fund Budget Update - <br />Project Ordinance and Related Budget Amendment <br />Since the Construction and Renovation Fund is a multi -year fund and is <br />not included with the annual budget process, a yearly review is completed to <br />estimate the revenues that will be received in the fund for communication <br />tower lease payments. Estimates of the FY16 lease payments are $80,000.00. <br />Through a budget amendment and revised Construction and Renovation <br />Project Ordinance this agenda item recognizes the new estimated revenues and <br />corresponding available equipment expenditures. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue <br />and unanimously carried, the Board approved the revised Construction and <br />Renovation Project Ordinance and the related budget amendment. <br />Date:1 /20/2016 Amount: $80, 000 <br />Dept.
