Edie Barnhardt, resident of 49 Patton Court SE in Concord, presented Commissioner Poole with tie -dyed scarves. Vince Powell, resident of 8346 Pompano Road in Harrisburg and Cabarrus County Board of Education member, expressed appreciation for the positive relationship between Cabarrus County Schools staff and Cabarrus County staff. With there being no one else to address the Board, Chairman Morris closed that portion of the meeting. (E) OLD BUSINESS F) CONSENT (F -1) County Manager - Community Meeting at Coddle Creek Reservoir Report Note: This item was moved to New Business for discussion. See item G -9. (F -2) County Manager - NCDOT Purchase of Right -of -Way at Winecoff Elementary School NCDOT (North Carolina Department of Transportation) has worked with the County and Cabarrus County Schools on the purchase of a right -of -way, drainage easement and construction easement at Winecoff Elementary School. The permanent right -of -way (.265 acres), temporary drainage easement (.228 acres) and temporary construction easement (1.975 acres) are necessary for improvements related to the widening of I -85. The total offer is $129,325.00. It has been the County's practice when approving this type of purchase to also approve a budget amendment so that the proceeds benefit the affected school. A Cabarrus County Schools representative was present at the work session to discuss the intended use of those funds for maintenance and improvement projects at Winecoff. UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and unanimously carried, the Board approved the acquisition of right -of -way and easements at Winecoff Elementary School per the terms of the Summary Statement /Contingent Offer. UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and unanimously carried, the Board approved the budget amendment designating the proceeds of the sale to the benefit of Winecoff Elementary School. (F -3) Finance - Construction and Renovation Fund Budget Update - Project Ordinance and Related Budget Amendment Since the Construction and Renovation Fund is a multi -year fund and is not included with the annual budget process, a yearly review is completed to estimate the revenues that will be received in the fund for communication tower lease payments. Estimates of the FY16 lease payments are $80,000.00. Through a budget amendment and revised Construction and Renovation Project Ordinance this agenda item recognizes the new estimated revenues and corresponding available equipment expenditures. UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and unanimously carried, the Board approved the revised Construction and Renovation Project Ordinance and the related budget amendment. This budget amendment updates the revenues for funds received for tower lease payments from several cell phone providers.
