She requested <br />approval to participate in the Duke Helping Homes Grant Program. <br />Countv Manager - Memorandum of Understanding for Im - Drovement to Bill McGee <br />Road <br />Jonathan Marshall, Deputy County Manager, reported the overall <br />incentives package approved for Project Burgundy includes upgrading and <br />extending Bill McGee Road off of Wallace Road. He advised the right -of -way <br />for the improved public road will be provided by McGee Brothers Company, Inc. <br />and Cabarrus County. He advised improvements will be funded and completed by <br />the North Carolina Department of Transportation, Aberdeen Carolina and <br />Western Railroad and Intertape Polymer Corporation. All of these entities <br />are party to the proposed Memorandum of Understanding. <br />Richard Koch, County Attorney, suggested the Board consider suspending <br />its Rules of Procedure to take action on this item due to the tight time <br />schedule for the project's proposed completion date. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board suspended its Rules of Procedures in order to <br />take action on this item due to time constraints. By the same motion, the <br />Board approved the Memorandum of Understanding and authorized the County <br />Manager to execute the agreement on behalf of Cabarrus County, subject to <br />review or revision by the County Attorney. <br />Discussion Items - No Action (Continued) <br />BOC - Discussion of Performance Measurement Objectives <br />Mike Downs, County Manager, reported the Board updated their strategic <br />goals during a series of planning retreats last year. He stated during the <br />annual budget process, staff tracks performance measurement objectives to <br />determine how well goals are met. He advised staff is requesting guidance on <br />performance measurement objectives that best reflect the Boards' direction. <br />He requested the Board submit their input over the next couple of weeks. <br />Chairman Morris commented on public feedback received from the <br />newspaper columns articles, the Out & About video series and Cabarrus <br />Summits.
