April 18, 2 016 (Regular Meeting) Page 269E <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, April 18, 2016, at <br />6:30 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: Grace M. Mynatt <br />Elizabeth F. Poole <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; and Megan Smit, Clerk to the Board. <br />Chairman Morris called the meeting to order at 6:31 p.m. <br />The Air Force Junior ROTC from Jay M. Robinson High School in Concord <br />conducted the Flag Ceremony. Students participating were: Veronica F1owe, <br />Cadet Senior Master Sergeant; Anna Plummer, Cadet Staff Sergeant; Leo <br />Martinez, Cadet 21 Lieutenant; Alec Main, Cadet Captain; Zach Korff, Cadet <br />Senior Airman; and Gordon Donovan, Cadet Senior Airman. <br />Pastor Greg Hamilton from Shiloh Onited Methodist Church in Concord <br />delivered the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br />unanimously carried, the Board approved the minutes of March 7, 2016 (Work <br />Session), March 18, 2016 (Recessed Meeting) and March 21, 2016 (Regular <br />Meeting) as written. <br />(H) APPROVAL OF THE AGENDA <br />Chairman Morris reviewed the following changes to the Agenda. <br />Additions: <br />Recognitions and Presentations <br />C -5 Cabarrus Health Alliance - Exercise is Medicine Month Proclamation <br />C -6 Hauler Parade Presentation <br />Closed Session <br />L -1 Closed Session - Economic Development and Pending Litigation <br />Supplemental Tnformation: <br />Consent <br />F -5 Planning and Development - Duke Helping Home Grant Funds <br />• Budget Amendment <br />Reports <br />I -2 County Manager - Monthly New Development Report <br />• Report <br />I -4 Finance - Monthly Financial Update <br />• Report <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) Human Resources - Recognitio of Deputy Vernon Howell on Retirement <br />from Cabarrus Countv Sheriff's Office <br />Sheriff Brad Riley, Cabarrus County Sheriff's Office, recognized Deputy <br />Vernon Howell on his retirement from his position at the Cabarrus County <br />Sheriff's Office. He commended Deputy Howell for his many years of dedicated <br />service to the citizens of Cabarrus County. <br />Deputy Howell expressed appreciation for the opportunity to work for <br />the county. <br />
