May 2, 2016 (Work Session) Page 2708 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, May 2, 2016 at 4 :00 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: Elizabeth F. Poole <br />Lynn W. Shue <br />Absent - Commissioner: Grace M. Mynatt <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; and Megan Smit, Clerk to the Board. <br />Call to Order <br />Chairman Morris called the meeting to order at 4:02 p.m. <br />Approval of Agenda <br />Chairman Morris presented the following changes to the Agenda: <br />Additions: <br />3 -4 BOC - NCACC Video Update <br />Supplemental: <br />4 -1 Human Resources - Springsted Compensation Study Overview and <br />Recommendations <br />• Presentation <br />• Detail <br />3 -1 Communications and Outreach - Presentation of the 2016 Community Survey <br />Results <br />• Presentation <br />Updated: <br />4 -3 Planning and Development - Lomax Farm Master Plan and Lease Agreement <br />• Presentation <br />UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board approved the Agenda as amended. <br />Discussion Items for Action at May 16, 2016 Meeting <br />Human Resources - Springsted Compensation Study Overview and Recommendations <br />Lundee Covington, Human Resources Director, reported Springsted Company <br />was contracted to complete a compensation and classification study for <br />approximately 200 county employees in general service departments including <br />Planning and Development, Active Living and Parks, Finance and the Library <br />system. <br />John Anzivino, Senior Vice President with Springsted, presented an <br />overview of the project including recommendations for adjustments. <br />Following the presentation, a discussion ensued. During discussion Mr. <br />Anzivino and Ms. Covington responded to questions from the Board. <br />Discussion Items - No Action <br />Communications and Outreach - Presentation of the 2016 Community Survey <br />Results <br />Kasia Thompson, Communications and Outreach Manager, advised the <br />Communications and outreach Department contracted with ETC Institute to <br />administer the 2016 Community Survey. She stated ETC also administered the <br />previous survey in 2014. <br />Jason Morado, ETC Institute, Senior Project Manager, presented a <br />PowerPoint presentation of the 2016 Community Survey Findings Report for <br />Cabarrus County. <br />The report titled °2016 Community Survey" included the following <br />topics: <br />
