He provided a brief overview of the process to earn this <br />designation and acknowledged the team effort between the Sheriff's Office, <br />Communications and Outreach, Emergency Medical Services and County Management <br />and also credited the Boards' policies as instrumental in obtaining this <br />certification. <br />Planning and Development - Road Naming Procedures and Recommendations <br />Susie Morris, Planning and Zoning Manager, requested the Board consider <br />allowing staff to proceed with using the adopted language in the County Code <br />of Ordinances, along with General Statute 153A- 239.1, which permits road name <br />changes without processing a petition. She advised this process would be <br />used for road name changes that rise out of public safety concerns or <br />reported dispatch conflicts. For name changes initiated by an individual or <br />group of individuals residing along a particular street or road, she said, <br />the renaming petition would still be required. She advised for new streets, <br />street names would be created by the person filing the plat. She stated the <br />naming of existing driveways to provide better emergency service response <br />would be handled administratively. <br />A discussion ensued. During discussion, Ms. Morris and Jonathan <br />Marshall, Deputy County Manager, responded to questions from the Board. <br />Discussion Items for Action at May 16, 2016 Meeting (Continued) <br />CCS - Early College Additional Fundin2 Request <br />Kelly Kluttz, Chief Finance Officer, CCS (Cabarrus County Schools), <br />requested additional funding in the amount of $153,000.00 (grading <br />$61,000.00, plumbing $12,000.00, and furniture $90,000.00) in order to <br />complete the second Early College site with Rowan- Cabarrus Community College <br />(RCCC). Following the presentation, Ms. Kluttz and Tim Lowder, Executive <br />Director of Operations, CCS, responded to questions from the Board. <br />Finance - Funding Request for Odell 3 -5 Classroom Dry Erase Boards <br />Kelly Kluttz, Chief Finance Officer, CCS (Cabarrus County Schools), <br />requested a construction contract amendment for the Odell 3 -5 Elementary <br />School to purchase and install dry erase boards in the classrooms. She <br />stated funds are available from the Odell 3 -5 contingency ($70,000.00) and <br />from contractor sales tax savings ($27,636.00). The budget amendment <br />incorporates both amounts for a total of $97,636.00 for the construction <br />contract amendment. Following the presentation, Ms. Kluttz and Tim Lowder, <br />Executive Director of Operations, CCS, responded to questions from the Board. <br />Active Living and Parks - Vietnam Veteran Coalition Monument Proposal for <br />Vietnam Veterans Park <br />
