June 6, 2016 (Work Session) Page 2764 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, June 6, 2016 at 4:00 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners. Grace M. Mynatt <br />Elizabeth F. Poole <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; and Megan Smit, Clerk to the Board. <br />Call to Order <br />Chairman Morris called the meeting to order at 4:03 p.m. <br />Approval of Agenda <br />Chairman Morris presented the following changes to the Agenda: <br />Additions: <br />3 -2 BOC - NCACC video Update <br />4 -17 Kannapolis City Schools - Forest Park Chiller - Emergency Replacement <br />Request <br />Supplemental.: <br />4 -12 IAM - Rob Wallace Park Phase I Construction Bid Award <br />• Bid tabulation <br />• Memo <br />• Budget revision <br />• Construction and renovation project budget ordinance <br />Updated: <br />4 -3 BOC - Resolution Amending the Cabarrus County Board of Commissioners' <br />Meeting Schedule for Calendar Year 2016 <br />• Resolution <br />UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board approved the Agenda as amended. <br />Discussion Items - No Action <br />Human Resources - Fair Labor Standards Act (FSLA) Overtime Rule <br />Lundee Covington, Human Resources Director, presented a PowerPoint <br />presentation updating Board members on the Fair Labor Standards Act (FLSA) <br />Overtime Rule. Topics addressed in the presentation included: background, <br />basic facts, impact, options and next steps. She also responded to questions <br />from the Board and provided a handout of impacted job classifications. <br />BOC - NCACC Video Update <br />At the request of the North Carolina Association of County <br />Commissioners ( NCACC), the Board viewed a county update video. <br />Chairman Morris commented briefly on the 2016 County Assembly Day <br />hosted by the NCACC in Raleigh on May 18 <br />Discussion Items for Action at June 20, 2016 Meeting <br />Kannapolis City Schools - Forest Park Chiller - Emergency Replacement Request <br />Pam Dubois, Senior Deputy County Manager, reported per a conversation <br />with Will Crabtree and Chuck Taylor earlier this afternoon, the chiller at <br />Forest Park Elementary School is no longer working and patches are both <br />costly and short -term fixes. She advised school staff recommends replacing <br />the unit. She added that prices were obtained this afternoon to establish an <br />updated funding request since an estimate was provided in the Kannapolis City <br />Schools budget presentation. Ms. Dubois also responded to questions from the <br />Board. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue <br />and unanimously carried, the Board suspended its Rules of Procedures in order <br />to take action cn this item due to time constraints. <br />
