June 6, 2016 (Work Session) Page 2764 The Board of Commissioners for the County of Cabarrus met for an Agenda Work Session in the Multipurpose Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, June 6, 2016 at 4:00 p.m. Present - Chairman: Stephen M. Morris Vice Chairman: Diane R. Honeycutt Commissioners. Grace M. Mynatt Elizabeth F. Poole Lynn W. Shue Also present were Mike Downs, County Manager; Richard M. Koch, County Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy County Manager; and Megan Smit, Clerk to the Board. Call to Order Chairman Morris called the meeting to order at 4:03 p.m. Approval of Agenda Chairman Morris presented the following changes to the Agenda: Additions: 3 -2 BOC - NCACC video Update 4 -17 Kannapolis City Schools - Forest Park Chiller - Emergency Replacement Request Supplemental.: 4 -12 IAM - Rob Wallace Park Phase I Construction Bid Award • Bid tabulation • Memo • Budget revision • Construction and renovation project budget ordinance Updated: 4 -3 BOC - Resolution Amending the Cabarrus County Board of Commissioners' Meeting Schedule for Calendar Year 2016 • Resolution UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt and unanimously carried, the Board approved the Agenda as amended. Discussion Items - No Action Human Resources - Fair Labor Standards Act (FSLA) Overtime Rule Lundee Covington, Human Resources Director, presented a PowerPoint presentation updating Board members on the Fair Labor Standards Act (FLSA) Overtime Rule. Topics addressed in the presentation included: background, basic facts, impact, options and next steps. She also responded to questions from the Board and provided a handout of impacted job classifications. BOC - NCACC Video Update At the request of the North Carolina Association of County Commissioners ( NCACC), the Board viewed a county update video. Chairman Morris commented briefly on the 2016 County Assembly Day hosted by the NCACC in Raleigh on May 18 Discussion Items for Action at June 20, 2016 Meeting Kannapolis City Schools - Forest Park Chiller - Emergency Replacement Request Pam Dubois, Senior Deputy County Manager, reported per a conversation with Will Crabtree and Chuck Taylor earlier this afternoon, the chiller at Forest Park Elementary School is no longer working and patches are both costly and short -term fixes. She advised school staff recommends replacing the unit. She added that prices were obtained this afternoon to establish an updated funding request since an estimate was provided in the Kannapolis City Schools budget presentation. Ms. Dubois also responded to questions from the Board. UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and unanimously carried, the Board suspended its Rules of Procedures in order to take action cn this item due to time constraints.
