She advised Cox Mill Elementary School was used as a "Pilot" school for reservations last year with few issues. School Administration and County Management met May 17, 2016 to discuss Active Living and Parks assuming responsibility for the outdoor facility reservations and fees process for Bethel Elementary, Cox Mill Elementary, Harrisburg Elementary, Pitts School Road Elementary, Rocky River Elementary and Winecoff Elementary Schools. Ms. Strong discussed fees, site supervisor, and signage and responded to questions from the board. BOC - NACo Voting Credentials - 2016 Annual Conference Mike Downs, County Manager, advised the National Association of Counties (NACo) will hold their 81st Annual Conference in Los Angeles County, California on July 22 -25, 2016. In order to participate in the Association's annual election of officers, he stated the voting form must be completed and returned, authorizing a voting delegate. He recommended Chairman Morris be selected as the voting delegate since he is the only commissioner attending the conference this year. Chairman Morris advised several commissioners attended last year's conference in Charlotte. He stated this year the conference is in Los Angeles, California and added that his trip to the conference is being funded by a grant from the Robert Wood Johnson Foundation, spearheaded by the Cabarrus Health Alliance (CHS). He advised that Lauren Thomas, CHS, and he will be presenting at one of the sessions. It was the consensus of the Board to designate Chairman Morris as the voting delegate for the NACo Annual Conference in July. SOC - Resolution Amending the Cabarrus County Board of Commissioners' Meeting Schedule for Calendar Year 2016 In regards to amending the Boards' 2016 meeting schedule, Chairman Morris stated the Cabarrus Summit 2n Quarterly meeting has been scheduled for June 21St and the Cabarrus Summit 3rd Quarterly meeting has been scheduled for September 22nd. In addition, he said, the Board of Commissioners' meeting room will be undergoing renovations during the month of August and the venue for the August regular meeting will need to be moved to the Multipurpose Room. He advised of the need to suspend the Rules of Procedures due to time constraints. UPON MOTION of Commissioner Mynatt, seconded by Vice Chairman Honeycutt and unanimously carried, the Board suspended it Rules of Procedures in order to take action on the item due to time constraints. By the same motion, the Board adopted the following resolution. Resolution Amending the Cabarrus County Board of Commissioners' 2016 Meeting Schedule Resolution No. 2016 -07 Whereas, on December 14, 2015, the Cabarrus County Board of Commissioners adopted a meeting schedule for calendar year 2016, which sets forth the dates, times and locations of various official county meetings; Whereas, the Board desires to hold a summit, at 6:00 p.m. on Tuesday, June 21, 2016 at the Cabarrus Arena and Events Center in Concord, North Carolina; and
