June 6, 2016 (Work Session) Page 2766 <br />Whereas, the Board of Commissioners' meeting room will be undergoing <br />renovations during the month of August and will require a change of venue; <br />Whereas, the Board desires to hold a summit, at 6:00 p.m. on Thursday, <br />September 22, 2016 at the Kannapolis City Hall in Kannapolis, North Carolina; <br />and <br />Now, therefore be it resolved, the Cabarrus County Board of <br />Commissioners hereby amends its 2016 Meeting Schedule as follows: <br />1. The Board of Commissioners will hold the Cabarrus Summit 2016 <br />2n Quarterly Meeting at 6:00 p.m. on June 21, 2016 at the <br />Arena and Events Center in Concord, North Carolina. <br />2. The Board of Commissioners will hold the August 15, 2016 <br />regular meeting at 6:30 p.m. in the Multipurpose Room in the <br />Governmental Center. <br />3. The Board of Commissioners will hold the Cabarrus Summit 2016 <br />3rd Quarterly Meeting at 6:00 p.m. on September 22, 2016 at the <br />Kannapolis City Hall in Kannapolis, North Carolina. <br />Adopted this the 6th day of June, 2016. <br />/s/ Stephen M. Morris, Chairman <br />Cabarrus County Board of Commissioners <br />Attest: <br />1s/ Megan Smit <br />Megan Smit, Clerk to the Board <br />County Manager - Memorandum of Understanding for the Early College <br />Jonathan Marshall, Deputy County Manager, reported the new Early <br />College location is under construction at the RCCC (Rowan - Cabarrus Community <br />College) Cabarrus Business and Technology Center (CBTC) . He stated since <br />Cabarrus County owns the underlying property, a Memorandum of Understanding <br />between Cabarrus County, Cabarrus County Schools and RCCC has been prepared <br />and outlines each party's role in the project. He also advised there is a <br />simple lease agreement between RCCC and Cabarrus County for the CBTC. He <br />requested direction from the Board on long -term ownership of that property. <br />Tim Lowder, Executive Director of Operations, CCS (Cabarrus County <br />Schools), provided an update on the new Early College location, currently <br />under construction. <br />Board. <br />A discussion ensued with Mr. Marshall responding to questions from the <br />County Manager - Proposed Lease of Property at the Concord Senior Center <br />Jonathan Marshall, Deputy County Manager, stated Cabarrus County has <br />been leasing a small parcel for overflow parking at the Concord Senior <br />Center. He advised the owner has provided that property for $1 per year but <br />would now like to enter into a market rate lease. He said purchase of the <br />property has been discussed but the owner does not wish to sell at this time. <br />He reviewed a 9 -year lease letter of intent noting the proposed lease terms <br />and rates will need to be adjusted. He stated the property is used on a <br />daily basis and is important to the operation of the facility. <br />A brief discussion ensued. <br />County Manager - Right of First Refusal for School Property <br />Jonathan Marshall, Deputy County Manager, reported Cabarrus County <br />Schools (CCS) discovered that they own a small parcel on Old Concord - <br />Salisbury Road. He stated there is interest in the parcel from two adjoining <br />owners. He advised Tim Lowder, CCS, has been working on a solution for the <br />disposition of the property, and that CCS is required to offer the County the <br />right of first refusal before a transaction on this property can be <br />finalized. He further advised the County does not have need or use for the <br />property. <br />Tim Lowder, Executive Director of Operations, CCS, stated CCS ownership <br />of the property was discovered during a title search. He further advised the <br />CCS BOE (Board of Education) declared the property surplus but would not <br />
