He stated an <br />agreement has now been worked out and the CCS BOE is ready to move forward. <br />A brief discussion ensued with Mr. Lowder responding to questions from <br />the Board. <br />DHS - FY17 HCCBG Funding Plan <br />Kathy Mowrer, Adult and Aging Program Administrator, requested approval <br />of the FY17 Home and Community Care Block Grant {HCCBG} funding plan. She <br />stated the plan has been prepared, reviewed and approved by the HCCBG <br />advisory committee. She advised the Department of Human Services serves as <br />the lead agency for the Home and Community Care Block Grant. She stated the <br />Home and Community Care Block Grant serves citizens ages 60 and older and <br />promotes the health and well -being of qualified recipients. She also <br />responded to questions from the Board. <br />In addition, Ms. Mowrer announced World Elder Abuse Awareness Day on <br />June 15th. She stated buttons have been distributed to the Board to help <br />promote elder abuse awareness. <br />DHS - Transportation System Safety Plan <br />Bob Bushey, CCTS (Cabarrus County Transportation Services) Divisional <br />Manager, requested approval for the Transportation System Safety Plan. He <br />stated the Plan has been approved by the State and now needs Board approval. <br />He advised the Plan is a requirement in order to receive federal and/or state <br />funds. <br />Finance - FY17 Economic Development Allocation <br />Susan Fearrington, Finance Director, reported, pursuant to changes to <br />North Carolina General Statute 158 -7.1, the County must conduct a separate <br />public hearing for economic development appropriations. She advised that <br />while a funding plan is approved during public hearings for economic <br />incentives, prior to the statutory changes, a hearing was not required for <br />the County's annual appropriation to the Cabarrus Economic Development <br />Corporation. To ensure compliance with North Carolina General Statute 158- <br />7.1, the Finance Department is requesting a public hearing for the FY17 <br />economic development appropriation to the Cabarrus Economic Development <br />Corporation. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br />unanimously carried, the Board suspended its Rules of Procedures in order to <br />take action on this item due to time constraints. By the same motion, the <br />Board scheduled a public hearing on Monday, June 20, 2016 at 6:30 p.m. or as <br />soon thereafter as persons may be heard to receive public input on the <br />proposed allocation of funds for the FY17 economic development appropriation. <br />Finance - Health Insurance Fund Budget Amendment <br />Susan Fearrington, Finance Director, requested approval for a budget <br />amendment for the Health Insurance Fund. She stated Finance annually reviews <br />the Health Insurance Fund based on actual activity that has occurred over the <br />year. She advised an increase in medical claims during the last quarter of <br />FYI6 has prompted the need for a budget amendment to cover those claims. She <br />also responded to questions from the Board. <br />Finance - Update School Construction _Fund Project Ordinance and Budget_ <br />Amendment for Odell 3 -5 Elementary School Sewer Extension Work <br />Susan Fearrington, Finance Director, reported the Cabarrus County <br />Utility Capital Projects Fund has $14,980.00 to allocate to the Odell 3 -5 <br />Elementary School for sewer extension work. She advised that Cabarrus County <br />Schools will partner with the City of Kannapolis to install a gravity sewer <br />line and obtain the necessary easement for the Odell 3 -5 school site. After <br />the funds are transferred to the School Construction Fund, Ms. Fearrington <br />stated the Utility Fund will be closed on June 30, 2016. <br />TAM - Rob Wallace Park Phase I Construction Bid Award <br />Kyle Bilafer, Infrastructure and Asset Management Director, reported <br />that on May 2, 2016 the County advertised the bid package for the <br />construction of Rob Wallace Park Phase I. He stated all bid documents and <br />addendums have been posted on the Cabarrus County website and a pre -bid <br />meeting was held on -site at the park on May 17, 2016. Sealed bids were <br />
