June 20, 2016 (Regular Meeting} Page 2775 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, June 20, 2016, at 6:30 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: Grace M. Mynatt <br />Elizabeth F. Poole <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; and Megan Smit, Clerk to the Board. <br />Chairman Morris called the meeting to order at 6:31 p.m. <br />Chairman Morris led the Pledge of Allegiance. <br />Pastor Anthony White from The Refuge in Kannapolis delivered the <br />invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the minutes of May 2, 2016 (Work <br />Session), May 16, 2016 (Regular Meeting) and May 24, 2016 (Budget Workshop) as <br />written. <br />B) APPROVAL OF THE AGENDA <br />Chairman Morris reviewed the following changes to the Agenda. <br />Additions: <br />New Business <br />G -2 Finance - Approval of Project Ordinances and Budget Amendments Related to <br />CIP Funded Projects in the FY General Fund Budget <br />G -6 Sheriff's Office - Memorandum of Agreement with Rowan County Allowing Use <br />of Backup 911 Center <br />Appointments to Boards and Committees <br />H -7 Appointments - Mount Pleasant Planning Board and Board of Adjustment <br />Closed Session <br />L -1 Closed Session - Personnel and Legal Matters <br />Supplemental Information: <br />New Business <br />G -1 County Manager - Adoption of the FY17 Cabarrus County Budget - Public <br />Hearing 6:30 P.M. <br />• Budget Ordinances for FY17 <br />G -4 FDC - Economic Development Grant Request for Project Blue - Public Hearing <br />6:30 P.M. <br />• Overview <br />• Grant Analysis <br />Reports <br />I -4 Finance - Monthly Financial Update <br />• Report <br />UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt and <br />unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) EMS - Concord High School CTE Recognition <br />Alan Thompson, EMS Director, recognized students from the Concord High <br />School Career and Technical Education (CTE) program for public safety and <br />programs for success in the April 2016 Skills USA competition in Greensboro. <br />He recognized Lieutenant Bill Jameson, EMS liaison to the CTE program, and Phil <br />Patterson, Law Enforcement liaison, in attendance.
