June 20, 2016 (Regular Meeting) Page 2776 <br />certificates for outstanding performance and skills performance at the April <br />2016 USA competition. <br />(C -2) EMS - Mission Lifeline Gold Award <br />Captain Justin Brines, Cabarrus EMS, announced Cabarrus EMS (Emergency <br />Medical Services) received the Mission Lifeline Gold Award for 2015 for the <br />care of patients experiencing ST Segment Myocardial Infarctions - STEMI - (heart <br />attacks). He stated the award is determined through performance measures <br />identified by the American Heart Association. He advised the award is a <br />testament to the level of advanced cardiovascular care provided by EMS, <br />telecommunicators, first responders, EMS providers and hospital staff. <br />Alan Thompson, EMS Director, stated a collaborative approach including <br />first responders, telecommunicators, hospitals, EMS and County leadership makes <br />this possible. <br />Chairman Morris commended EMS staff for their achievements and service. <br />(C -3) Human Resources - Recognition of Sergeant Charlene Coker on Her <br />Retirement from Cabarrus County Sheriff's Office <br />Sheriff Brad Riley, Cabarrus County Sheriff's Office, recognized Sergeant <br />Charlene Coker on her retirement from her position with the Cabarrus County <br />Sheriff's Office. Sheriff Riley expressed appreciation for her 28 years of <br />dedicated service to Cabarrus County. <br />Vice Chairman Honeycutt presented a service award in appreciation of her <br />service and dedication to the county. <br />Sergeant Coker graciously accepted the award and expressed appreciation. <br />(C -4) Human Resources - Recognition of Lieutenant Jeffrey "Scott" Mason on His <br />Retirement from Cabarrus County Sheriff's Office <br />Note: Lieutenant Mason was unable to attend. <br />(C -5) Human Resources - Recognition of Jail Detention Officer Mark Cornish on <br />His Retirement from Cabarrus County Sheriff's Office <br />Note: Officer Cornish was unable to attend. <br />(C -6) Active Living and Parks - Park and Recreation Month Proclamation <br />Chairman Morris read the proclamation aloud. <br />UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt and <br />unanimously carried, the Board adopted the following proclamation. <br />Proclamation No. 2016 -12 <br />PROCLAMATION <br />July 2016 Park and Recreation Month <br />WHEREAS, parks and recreation and senior center programs are an integral part <br />of communities throughout this country, including Cabarrus County; and <br />WHEREAS, our parks, recreation, and senior centers are vitally important to <br />establishing and maintaining the quality of life in our communities, <br />ensuring the health of all citizens, and contributing to the <br />economic and environmental well -being of a community and region; <br />and <br />WHEREAS, parks, recreation and senior center programs build healthy, active <br />communities that aid in the prevention of chronic disease, provide <br />therapeutic recreation services for those who are mentally or <br />physically disabled, and also improve the mental and emotional <br />health of all citizens; and <br />WHEREAS, parks, recreation and senior center programs increase a community's <br />economic prosperity through increased property value, expansion of <br />the local tax base, increased tourism, the attraction and retention <br />of businesses, and crime reduction; and <br />WHEREAS, parks, recreation, and senior center areas are fundamental to the <br />environmental well -being of our community; and <br />
