June 20, 2016 (Regular Meeting) Page 2784 <br />The conservation and urban agriculture emphases of this proposal supports <br />goals of both the Board of Commissioners and the Conservation District Board by <br />improving the quality of life for county citizens through the stewardship of <br />natural resources. This project proposal also supports the Countywide Farmland <br />Protection Plan adopted in 2006 and the Inventory of Significant Natural Areas <br />of Cabarrus County. Any contracts or cooperative agreements associated with a <br />successful grant proposal will be brought to the Board of Commissioners for <br />approval. <br />UPON MOTION of Commissioner Mynatt, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board authorized the Cabarrus Soil and Water <br />Conservation District Board and staff to submit an Urban Agriculture <br />Conservation Initiative Grant proposal for up to $50,000.00 in funding to the <br />National Association of Conservation Districts. <br />(F -13) Sheriff's Office - Request to Award a Service Weapon to Sergeant Charlene <br />Coker Upon Retirement <br />Sergeant Charlene Coker will retire from the Cabarrus County Sheriff's <br />Office on July 1, 2016. Pursuant to N.C.G.S. 20- 187.2, it is requested that <br />Sergeant Coker's service weapon (Sig Sauer P226, 40 caliber, serial number <br />UU668752) be declared surplus and awarded to her for the price of $1.00. <br />UPON MOTION of Commissioner Mynatt, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board declared a service weapon (Sig Sauer P226, <br />40 caliber, serial number UU668752) as surplus property and awarded it to <br />Sergeant Charlene Coker for the price of $1.00 upon her retirement. <br />(F -14) Sheriff's Office - Request to Award a Service Weapon to Lieutenant Scott <br />Mason Upon Retirement <br />Lieutenant Scott Mason will retire from the Cabarrus County Sheriff's <br />Office on June 30, 2016. Pursuant to N.C.G.S. 20- 187.2, it is requested that <br />Lieutenant Mason's service weapon (Sig Sauer P226, 40 caliber, serial number <br />47A042514) be declared surplus and awarded to him for the price of $1.00. <br />UPON MOTION of Commissioner Mynatt, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board declared a service weapon (Sig Sauer P226, <br />40 caliber, serial number 47A042514) as surplus property and awarded it to <br />Lieutenant Mason for the price of $1.00 upon his retirement. <br />(F -15) Tax Administration - Refund and Release Report - May 2016 <br />Release report contains taxpayers' names, bill numbers, valuations, tax <br />amounts, along with the justifications for releasing the valuation /tax amounts <br />for outstanding levies in accordance with N.C.G.S. 105 -381. Refund report is <br />a summary sheet which lists data from each refund request form, along with the <br />justification for the refunds to the taxpayers in accordance with N.C.G.S. 105- <br />381. <br />Note: Due to the transition of motor vehicles onto the new North Carolina <br />Vehicle Tax System (NCVTS), motor vehicle - related refunds and releases will <br />begin to be displayed on the new report generated by NCVTS. <br />UPON MOTION of Commissioner Mynatt, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board approved the May 2016 Refund - Release report <br />as submitted, including the NCVTS Refund Report, and granted authority to the <br />Tax Collector to process the refunds and releases. The report is hereby <br />incorporated into the minutes by reference and is on file with the Clerk to the <br />Board. <br />(G) NEW BUSINESS <br />(G -1) County Manager - Adoption of the FY17 Cabarrus County Budget - Public <br />Hearing 6:30 P.M. <br />Chairman Morris opened the public hearing at 6:58 p.m. The Public Hearing <br />Notice was published on May 29, 2016 in The Independent Tribune. The Public <br />Hearing Notice was also posted on the County's website ( www.cabarruscounty.us ) <br />on May 31, 2016 in accordance with Article 2, Administration, Section 2.1 (Use <br />of Electronic Means to Provide Public Notices) of the Cabarrus County Code of <br />ordinances. <br />Patrick Bergeron, resident of 811 Bear Creek Church Road in Mount Pleasant <br />and President of the Northeast Volunteer Fire Department (VFD) Board, presented <br />a revised request from the one previously presented at the June 6 1 h work session. <br />
