June 20, 2016 (Regular Meeting) <br />(D) INFORMAL COMMENTS <br />Page 2778 <br />Chairman Morris opened the meeting for Informal Public Comments at 6:54 <br />p.m. He stated each speaker would be limited to three minutes. <br />Bishop Roland Jordan, resident of 134 Lore Street SW in Concord, commented <br />on gay rights, employee raises and diversity among political representation. <br />Margaret Houston, resident of Midland and Friends of the Library member <br />(Midland Branch), expressed appreciation for the Boards` support of the Midland <br />Library. <br />With there being no one else to address the Board, Chairman Morris closed <br />that portion of the meeting. <br />(E) OLD BUSINESS <br />(F) CONSENT <br />(F -1) Active Living and Parks - Addendum to Fees and Charges Policy for the <br />School Park Reservation Policy <br />Active Living and Parks (ALP) has been working with Cabarrus County <br />Schools on outdoor facility use by the community, reservation policies and <br />systems over the last two years. School Administration and County Management <br />met May 17, 2016 to discuss the ALP Department taking this process over and <br />agreed to have the ALP Department in charge of outdoor facility reservations <br />and fees for Bethel Elementary, Cox Mill Elementary, Harrisburg Elementary, <br />Pitts School Road Elementary, Rocky River Elementary, and Winecoff Elementary <br />Schools. Cox Mill Elementary School was used as a "Pilot" school for <br />reservations last year with relatively few issues. <br />ALP has a Maintenance Agreement with Cabarrus County Schools for the <br />maintenance and upkeep of the school park sites. The agreement will remain in <br />effect with the Schools maintaining the fields. Each respective School Park <br />site will have signs with information on who needs to reserve the fields before <br />using them, contact information and notice of penalty for violating the policy. <br />The signs will go to the County Attorney for review prior to installation. Fees <br />collected will go to general department revenues. The ALP Commission discussed <br />this at their May 19, 2016 meeting and unanimously approved the recommendation. <br />UPON MOTION of Commissioner Mynatt, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board approved the Addendum to the current Fees <br />and Charges Policy as it relates to School Park Reservations. <br />The requested addendum is as follows: <br />Addendum to 2016 Active Living and Parks FEES and CHARGES Policy <br />School Park reservations will be maintained by the Department through the on- <br />line reservation system used by the Department. <br />School Park Reservation Fees and Policies are for the outdoor athletic <br />facilities for the following school parks only: <br />1. Bethel Elementary School Park <br />2. Cox Mill Elementary School Park <br />3. Harrisburg Elementary School Park <br />4. Pitts School Road Elementary School Park <br />5. Rocky River Elementary School Park <br />6. Winecoff Elementary School Park <br />All athletic fields must be reserved for any organized practice, game, or <br />tournament. <br />Co- Sponsored Volunteer Youth Athletic Organizations do not have to pay for use <br />of athletic facilities for any co- sponsored activity. Currently sponsored: <br />1. Fall Soccer <br />2. Winter Basketball <br />3. Spring Baseball /Softball <br />
