June 20, 2016 (Regular Meeting) Page 2779 <br />There will be a $100.00 Fine for anyone using the facilities without prior <br />reservation and payment for use. Facilities will be posted with notice. <br />Volunteer Athletic Associations pay for lights and will be reimbursed for use. <br />Volunteer Athletic Associations will provide a worker to operate concessions, <br />open bathrooms, provide toilet paper and paper towels, empty trash, and monitor <br />facilities. A fee will be associated with this. <br />Softball /Baseball Fields <br />Weekdays Monday - Friday 5:30pm - 10:00pm <br />Weekends Saturday & Sunday 8:00am - 10:OOpm <br />Practice /Games $10.00 per hour per field + $5.00 per hour per field for <br />lights <br />Tournaments $15.00 per hour per field + $5.00 per hour per field for <br />lights <br />Multi- Purpose Fields <br />Weekdays Monday - Friday 5:30pm - 10:00pm <br />Weekends Saturday & Sunday 8:00am - 10:00pm <br />Practice /Games $25.00 per hour per field + $10.00 per hour per field for <br />lights <br />Tournaments $30.00 per hour per field + $10.00 per hour per field for <br />lights <br />Maintenance /Supervision Fee <br />$25.00 per hour of use <br />Covers person, trash pick -up, toilet paper and towels, operation of concessions. <br />Volunteer Athletic Association would be responsible to provide the person. <br />Concessions could be operated by the Volunteer Athletic Association. <br />(F -2) HOC - NACo Voting Credentials - 2016 Annual Conference <br />The National Association of Counties (NACo) will hold their 81st Annual <br />Conference in Los Angeles County, California on July 22 -25, 2016. In order to <br />participate in the Association's annual election of officers, the attached form <br />must be completed and returned, authorizing a voting delegate. The form must <br />be returned to the Association no later than July 1st. <br />UPON MOTION of Commissioner Mynatt, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board elected Steve Morris as the voting delegate <br />for the NACo Annual Conference in July. <br />(F -3) County Manager - Memorandum of Understanding for the Early College <br />The new Cabarrus County Early College location is under construction at <br />the RCCC Business and Technology Center. Since Cabarrus County owns the <br />underlying property, a Memorandum of Understanding (MOU) outlining each party's <br />role in the project has been prepared. <br />There is a simple lease agreement between RCCC and Cabarrus County for <br />the Cabarrus Business and Technology Center. This is an opportunity for the <br />Board of Commissioners to provide direction on long -term ownership of that <br />property. <br />UPON MOTION of Commissioner Mynatt, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board approved the Memorandum of Understanding <br />between Cabarrus County, the Cabarrus County Schools and Rowan - Cabarrus <br />Community College and authorized the County Manager to execute the document <br />after review and /or revisions by the County Attorney. <br />(F -9) County Manager - Proposed Lease of Property at the Concord Senior Center <br />Cabarrus County leased a small parcel for overflow parking at the Concord <br />Senior Center, but the owner, who provided the property for $1 per year, would <br />now like to enter into a market rate lease. Purchase of the property has been <br />discussed but the owner does not wish to sell at this time. Two lease options <br />were presented, a month -to -month and a 9 -year lease option for the same amount, <br />the 9 -year lease letter of intent presented for the Board's consideration. <br />UPON MOTION of Commissioner Mynatt, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board approved the letter of intent to lease of <br />
