July 5, 2016 (Work Session) Page 2813 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Tuesday, July 5, 2016 at 4:00 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: Grace M. Mynatt <br />Elizabeth F. Poole <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; and Megan Smit, Clerk to <br />the Board. <br />Call to Order <br />Chairman Morris called the meeting to order at 4:03 p.m. <br />Approval of Agenda <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br />unanimously carried, the Board approved the Agenda as presented. <br />Discussion Items - No Action <br />Youth Commission Update <br />Clay Maguire, Cabarrus County Youth Commission and 4 -H member, commented <br />on his upcoming trip to the NCACC Annual Conference in August. <br />IAM - Downtown Parking Deck Update <br />Kyle Bilafer, Area Manager, provided an update on the downtown parking <br />deck, reporting that Morris Berg Architects designed three options for <br />consideration. Todd Berg, Morris Berg Architects, reviewed options for the <br />downtown parking deck. <br />Mr. Bilafer presented an overview of the selection process used to <br />determine the architectural firm and design team. He advised a parking deck <br />committee, including City of Concord and Cabarrus County staff, toured parking <br />decks in Fayetteville and Raleigh. <br />Mr. Berg discussed geotechnical findings for the parking deck site and <br />stated the seismic classification for this site is D. <br />A lengthy discussion ensued. During discussion, Mr. Bilafer, Mr. Berg, <br />Jonathan Marshall, Deputy County Manager, and Mike Downs, County Manager, <br />responded to questions from the Board. Items addressed included: proposed <br />uses for parking deck spaces; Concord's downtown zoning restrictions; possible <br />acquisition of private property for the parking deck; the City of Concord's <br />Downtown Master Plan; a possible joint meeting with Concord; etc. <br />Discussion Items for Action at July 18, 2016 Meeting <br />ALP - FY17 Matching Incentive Grant Requests <br />Londa Strong, Active Living and Parks Director, stated the purpose of <br />the Matching Incentive Grant Program is to provide seed money for civic, <br />community and school groups to construct, improve or acquire recreational and <br />park facilities in Cabarrus County. She advised the Active Living and Parks <br />Commission reviewed five requests totaling $26,088.00 at their June 16, 2016 <br />meeting. The proposed projects are as follows: Weddington Hills PTO, nature <br />trail repairs; Rotary Club of Cabarrus County, dog run at Vietnam Veterans <br />Park; Patriots Elementary PTO, Redhawk Trail Phase II; Rocky River <br />PTO /Hartsell Athletic Association, playground equipment and shade structure; <br />and Hartsell Athletic Association, maintenance equipment. She also responded <br />to questions from the Board. <br />DHS - Approval to Submit 5310 Transportation Grant Application <br />Suzanne Moose, Assistant Human Services Director, requested the Boards' <br />approval to submit an application for 5310 grant funds for Transportation. <br />Bob Bushey, Transportation Manager, reported the City of Concord issued <br />a call for projects for the Federal 5310 Elderly and Handicapped Grant with <br />total funding availability of $493,530.00. He stated a 50 percent match is <br />required for the grant. He further stated Cabarrus County currently provides <br />
