July 5, 2016 (Work Session) Page 2814 <br />transportation for elderly and disabled persons through two grants, the Home <br />Care Community Block Grant (HCCBG) and the Elderly and Handicapped portion of <br />the State Rural Operation Assistance Program (ROAP). These two grants provide <br />$231,407.00 in funding, however, these demand - driven services cost <br />$512,568.00. He advised Transportation would like to apply for the 3310 grant <br />utilizing the HCCBG and ROAP grants as a match to cover the cost for these <br />trips. Due to the July 9th deadline to submit applications to the City of <br />Concord, he requested the Board suspend its Rules of Procedure and vote to <br />approve the application for this grant today. He added, if the grant is <br />approved, a request to hold a public hearing and to accept the grant will come <br />before the Board at the next meeting. <br />Mike Downs, County Manager, advised this grant will help offset the <br />local cost of providing these services. <br />UPON MOTION of Commissioner Mynatt, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board suspended its Rules of Procedure in order <br />to take action on this item due to time constraints. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue <br />and unanimously carried, the Board approved the 5310 grant application to the <br />City of Concord in the amount of $493,530.00. <br />DHS - FY17 Energy Programs Outreach Plan <br />Suzanne Moose, Assistant Human Services Director, reported the State <br />requires the Department of Human Services to submit an Energy Programs <br />Outreach Plan annually. <br />Kathy Mowrer, Program Administrator, stated, prior to consolidation, the <br />Department of Social Services Board was able to review and approve this plan. <br />Since consolidation, she advised the Board of Commissioners must review and <br />approve the Energy Programs Outreach Plan. She advised the plan outlines how <br />the Department of Human Services (DHS) will connect and serve eligible <br />community members with assistance to meet their energy needs. The department <br />will identify, coordinate with and provide information to other agencies, <br />organizations and groups that can assist with outreach activities and ensure <br />program access to priority groups. The priority eligibility period is <br />December 1 -31. Individuals and families with the lowest income and highest <br />relative energy cost are potentially eligible for benefits beginning January 1 <br />- March 31. She also responded to questions from the Board. <br />EMS - Request to Purchase Three Ambulance Units <br />Jimmy Lentz, Assistant EMS Director, requested approval for three (3) <br />new Type III ambulances from First Priority South. He stated the total cost <br />of these ambulances is $479,949.00. He added, that in compliance with the <br />County's vehicle replacement policy, the new ambulances will replace ones that <br />have outlived their usefulness. He also responded to questions from the <br />Board. <br />A brief discussion ensued. During discussion, Lieutenant Jonathan <br />Maulden, EMS Relief Supervisor, reviewed the safety features included in the <br />new ambulances. Alan Thompson, EMS Director, was also in attendance. <br />Finance - Lottery <br />Renovation Fundin <br />t for Two School Roof Projects and Additional <br />Susan Fearrington, Finance Director, reported staff shared a history of <br />lottery revenues and expenditures at the April 4, 2016 Board of Commissioner's <br />work session. She advised $1,600,000.00 in lottery funds are currently <br />unallocated and available for one -time projects. She recommended applying the <br />unallocated funds toward the Mount Pleasant Middle School and Kannapolis <br />Middle School projects, and thereby freeing up funds that would have been used <br />from Capital Reserve Funds. She added that the available Capital Reserve <br />Funds could then be used for roof projects at Concord Middle School and <br />Harrisburg Elementary School as well as renovations at Kannapolis Intermediate <br />School (Carver Elementary) for Kannapolis City Schools. She also responded to <br />questions from the Board. <br />Library - Updated Circulation Policy <br />Emery Ortiz, Library Director, requested approval for an update to the <br />Circulation Policy for the Cabarrus County Public Library. She stated the <br />update is needed to add specifications for checking out a new collection of <br />educational tablets that will be available for circulation to the public. She <br />displayed one of the tablet kits and responded to questions from the Board. <br />
