July 18, 2016 (Regular Meeting Page 2819 <br />The Low Income Energy Assistance Program priority groups are members of <br />the elderly population (age 60 and above) and disabled persons receiving <br />services through the Division of Aging and Adult Services. The priority <br />eligibility period is December 1 -31. Individuals and families with the lowest <br />income and highest relative energy cost are potentially eligible for benefits <br />beginning January 1 - March 31. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the FY17 Energy Programs Outreach <br />Plan <br />(F -4) EMS - Request to Purchase Three Ambulance Units <br />EMS (Emergency Medical Services) is requesting approval to purchase three <br />new Type III ambulances from First Priority South. The total cost is <br />$479,949.00. In compliance with the County vehicle replacement policy, the new <br />ambulances will replace ones that have outlived their usefulness. This purchase <br />comes before the Board because the individual unit cost exceeds $90,000.00. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the purchase of three Type III <br />ambulances at a cost of $479,949.00. <br />(F -5) Finance - Lottery Funding Request for Two School Roof Projects and <br />Additional Renovation Fundin <br />Currently, $1,600,000.00 in lottery funds are currently unallocated and <br />available for one -time projects. As a result of discussions with Cabarrus <br />County Schools (CCS) and Kannapolis City Schools (KCS), County Management and <br />Finance propose to use the lottery funds toward the Mount Pleasant Middle School <br />and Kannapolis Middle School projects, thereby freeing up funds that would have <br />been used from Capital Reserve Funds. The available Capital Reserve Funds could <br />then be used for roof projects at Concord Middle School and Harrisburg Elementary <br />School as well as renovations at Kannapolis Intermediate School (Carver <br />Elementary) for KCS. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved Lottery Applications for Cabarrus <br />County Schools ($1,500,000.00) and Kannapolis City Schools ($100,000.00) and <br />authorized the Chairman to execute the applications. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved Project Ordinances and related <br />budget amendments for the Public School Building Capital Project Fund (Fd 32C), <br />the School Construction Debt Capital Project Fund (Fd 368), the Capital Reserve <br />Fund (Fd 450), and the School Construction Capital Project Fund (Fd 364). <br />Date: '7/18/2016 Amount: $1, 600, 000. 00 <br />Dept.
