August 1, 2616 (Work Session) Page 2840 <br />Kelly Kluttz, Chief Finance Officer, Cabarrus County Schools (CCS), <br />reported there was $1,640,196.69 remaining in the CCS annual capital fund at <br />the end of June 30, 2016. She requested a reappropriation of the funds to FY17. <br />She stated the funds would go towards purchases made at the end of FY16 that, <br />due to the timing of the invoices, need to be paid in FY17. <br />A brief discussion ensued. During discussion, Ms. Kluttz and Tim Lowder, <br />Executive Director of Operations, CCS, responded to questions from the Board. <br />In addition, Ms. Kluttz advised there are two small amounts leftover from <br />two projects at Central Cabarrus High School. One for removal of asbestos and <br />the other for replacing the fire alarm at Central Cabarrus High School. She <br />stated there was $4,733.00 remaining from one project and $14,167.00 remaining <br />from the other. She requested the reallocation of these funds to the early <br />college. <br />Mr. Lowder explained the funds are needed to replace the tile in the <br />mobile units purchased for the early college. <br />Mike Downs, County Manager, explained a request of this amount would <br />typically be approved at the staff level, but since the funds are being moved <br />from one school to another, it was necessary to present the request to the <br />Board. <br />Finance - KCS Request to Reauvrovriate FY16 Capital Fundin <br />On behalf of Kannapolis City Schools (KCS) , Susan Fearrington, Finance <br />Director, briefly reviewed KCS's request to reappropriate capital funding to <br />FY17. Details regarding the request were not available and she advised, since <br />a representative from KCS was not present, the item could be postponed to <br />September or details could be obtained and forwarded prior to the August regular <br />meeting. <br />It was the consensus of the Board for Ms. Fearrington to obtain and <br />forward details of the request to the Board and place this item on the August <br />regular meeting agenda. <br />Finance - Reappropriation of Funds for Ongoing Projects, Grants and Commitments <br />Kristin Jones, Senior Budget Analyst, provided handouts to the Board <br />detailing projects, grants and commitments that need to be transitioned to the <br />new fiscal year because they were not completed within the fiscal year they <br />were budgeted. She stated a reappropriation of funds, via fund balance, is <br />needed to transition the projects to the new fiscal year. <br />A discussion ensued with Ms. Jones and Pam Dubois, Senior Deputy County <br />Manager, responding to questions from the Board. <br />Finance - KCS Request to Reappropriate FY16 Capital Funding - Continued <br />Dr. Chip Buckwell, KCS (Kannapolis City Schools) Superintendent, arrived <br />at the meeting. He advised, due to timing, the projects were unable to be <br />completed in FY16. He requested the reappropriation of $95,815.40 in annual <br />capital funding to FY17. <br />County Manager - County Sign Policy <br />Mike Downs, County Manager, briefly reviewed a draft policy on the <br />addition of tributes to Cabarrus County North Carolina Department of <br />Transportation ( NCDOT) signage. A hardcopy of the draft policy was provided to <br />the Board. He requested the Board review the policy and provide feedback, <br />recommendations and suggestions regarding whether or not to proceed with a <br />formal policy. <br />Following a brief discussion, it was the consensus of the Hoard to move <br />this item to the September work session agenda for further discussion. <br />County Manager - SunCap Charlotte LLC Road Improvements <br />Kyle Bilafer, Area Manager, reported SunCap Charlotte LLC is required to <br />make improvements to the surrounding road network as part of their development <br />on International Drive. He advised the North Carolina Department of <br />Transportation ( NCDOT) has secured economic development funds to assist with <br />those improvements, but one of the funding requirements is that the funds must <br />pass through a local government rather than be paid directly to the private <br />company. Cabarrus County will need to enter into two agreements, one with NCDOT <br />
