<br />costs to the County would be the legal fees to prepare the necessary documents.
<br />Mike Downs, County Manager, advised there will be additional projects,
<br />similar to this request, which will come before the Board.
<br />Economic Development Investment - Hotel Concord
<br />Mike Downs, County Manager, reported Rehab Development, Inc. is working
<br />on the redevelopment of the Hotel Concord, the Concord Telephone Exchange
<br />Company and Fifth -Third Bank properties adjacent to the Hotel into a mixed use
<br />residential /commercial /retail project. He stated the Board will consider a
<br />request for an economic development amortizable loan not -to- exceed $105,000.00,
<br />at its August regular meeting. He requested the Board suspend its Rules of
<br />Procedures in order to schedule the required public hearing.
<br />A brief discussion ensued. During discussion, Richard Koch, County
<br />Attorney, and Mr. Downs, responded to questions from the Board.
<br />UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt and
<br />unanimously carried, the Board suspended its Rules of Procedures in order to
<br />take action on this item due to time constraints.
<br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and
<br />unanimously carried, the Board scheduled a public hearing to consider an
<br />economic development investment for Hotel Concord on Monday, August 15, 2016 at
<br />6:30 p.m. or as soon thereafter as persons may be heard.
<br />County Manager - Transfer of the Business and Technology Center Property to
<br />RCCC
<br />Kyle Bilafer, Area Manager, reported the Board agreed by consensus to
<br />have staff move forward with the transfer of the Rowan - Cabarrus Community
<br />College (RCCC) Business and Technology Center buildings and property to the
<br />community college. He stated a resolution is part of that process and includes
<br />the remaining steps for the transfer.
<br />Mike Downs, County Manager, advised there will be an additional agreement
<br />with Cabarrus County Schools detailing the continued operation of the early
<br />college program and responsibilities for cost, maintenance and property use.
<br />EMS - Funding Request to Complete the Purchase of Body Armor for Staff
<br />Alan Thompson, EMS (Emergency Medical Services) Director, reported EMS
<br />received $50,000.00 in grant funds to purchase body armor for their staff in
<br />FY16. The total cost of the project was estimated at $75,000.00 and the
<br />remaining $25,000.00 was inadvertently left out of the budget request. He
<br />requested $25,000.00 to complete the purchase of body armor from unallocated
<br />contingency. He reviewed national statistics on rates of assault and injury to
<br />EMS workers. He also responded to questions from the Board.
<br />IAM - Approval to Award Bid for Truck, SUV and Hybrid Vehicle Purchases
<br />Michael Miller, Infrastructure and Asset Management Director, stated a
<br />formal bid for three hybrid cars, nine trucks and one SUV was advertised and a
<br />total of three dealerships submitted sealed bids for various vehicles on July
<br />22, 2016. Based on the outcome of those bids, he advised it is recommended to
<br />purchase three Toyota Prius hybrids from Cloninger Ford - Toyota -Scion for a total
<br />cost of $67,500; six trucks from Hilbish Ford for a total cost of $247,016.64;
<br />and one mid -sized SUV from Hilbish Ford for a total cost of $29,173.54.
<br />Due to an unclear specification listed on the bid documents, he stated it
<br />has been decided to reword the specifications and re -bid for the three remaining
<br />trucks. He advised that all the bids received were under budget and costs
<br />included taxes and license tags.
<br />IAM - Transfer of Surplus Vehicle to Town of Harrisburg
<br />Michael Miller, Infrastructure and Asset Management Director, reported
<br />the Town of Harrisburg has requested a surplus truck from Cabarrus County for
<br />pulling radar speed trailers, the DUI safety equipment trailer, and the driver's
<br />training cone trailer. He advised the requested truck, a 2007 Ford F250 4x4
<br />truck, will replace the current truck utilized to complete these tasks. The
<br />Infrastructure and Asset Management and Finance Departments have both reviewed
<br />the request and he stated, the vehicle is available for surplus transfer to the
<br />Town of Harrisburg per NCSS 153A -176, 160A -274 and 160A -280..
