August 15, 2016 (Regular Meeting) Page 2845 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, August 15, 2016, at 6:30 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: Grace M. Mynatt <br />Elizabeth F. Poole <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; and Megan Smit, Clerk to the Board. <br />Chairman Morris called the meeting to order at 6:30 p.m. <br />Boy Scout Troop 5 from Cold Springs United Methodist Church in Concord <br />conducted the flag ceremony. Scouts participating were: Jay Lee Owens, Zane <br />Lee Owens, Chap Lyerly, Nathan Sossoman and J.D. Kluttz. <br />Chaplain Bernie Loos from the Cabarrus County Sheriff's Office delivered <br />the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the minutes of June 20, 2016 (Regular <br />Meeting), June 21, 2016 (Cabarrus Summit), July 5, 2016 (Work Session) and July <br />18, 2016 (Regular Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Morris reviewed the following changes to the Agenda. <br />Additions: <br />New Business <br />G -2 CCS Request for Closing Costs for Purchase of New High School Property <br />G -3 CCS - Royal Oaks Construction Change Order <br />G -4 Library - Request to Accept Awarded Library Services and Technology Act <br />Grant <br />G--5 DHS - Transportation Division - FY17 ROAP Application <br />Supplemental Information: <br />Consent <br />F -4 Finance - CCS Request to Reappropriate FY16 Capital Funding <br />• Updated Budget Amendment <br />• Updated Spreadsheet <br />Reports <br />I -4 Finance - Monthly Financial Update <br />• Report <br />UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt and <br />unanimously carried, the Board approved the Agenda as amended. <br />C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) Human Resources - Recognition_ of Amy E. Creswell on Her Retirement from <br />Cabarrus County Department of Human Services <br />Ben Rose, Human Services Director, recognized Amy E. Creswell on her <br />retirement from her position as a Social Worker III with the Department of Human <br />Services. <br />Justice Johnson, Social Worker Program Manager, highlighted Ms. <br />Creswell's dedication throughout her tenure with the County. She commended Ms. <br />Creswell for her 33 years of service to the citizens of Cabarrus County. <br />Vice Chairman Honeycutt presented Ms. Creswell with a service award. <br />Ms. Creswell graciously accepted the service award. <br />
