August 15, 2016 (Regular Meeting) Page 2846 <br />Chairman Morris also commended Ms. Creswell and thanked her for her <br />service. <br />(C -2) Human Resources - Recognition of Sergeant Bryan Archer on His Retirement <br />from Cabarrus County Sheriff's Department <br />Note: Sergeant Archer was unable to attend. <br />(C -3) ITS - Recognition of 2016 14th Annual Digital Counti Survey Achievement <br />Debbie Brannan, Information Technology Services (ITS) Director, announced <br />Cabarrus County was awarded sixth place in the 2016 14th Annual Digital Counties <br />Survey in the 150,000 - 249,000 population category. She advised Cabarrus County <br />ITS has received either the bronze or silver award for this achievement over <br />the past five years. She stated it is a team effort and thanked the Board for <br />their support. <br />Vice Chairman Honeycutt presented Ms. Brannan with the award. She stated <br />Chairman Morris accepted the award on behalf of the county while at the 2016 <br />National Association of Counties (NACo) Annual Conference. <br />Chairman Morris commented on the NACo Annual Conference and commended Ms. <br />Brannan and staff for their achievements, adding it was a privilege to receive <br />the award on her behalf. <br />(D) INFORMAL COMMENTS <br />None. <br />(E) OLD BUSINESS <br />None. <br />(F) CONSENT <br />(F -1) County Manager - SunCap Charlotte LLC Road Improvements <br />SunCap Charlotte LLC is required to make improvements to the surrounding <br />road network as part of their development on International Drive. NCDOT has <br />secured economic development funds to assist with those improvements, but one <br />of the funding requirements is that funds pass through a local government rather <br />than be paid directly to the private company. Cabarrus County will need to <br />enter into two agreements, one with NCDOT and one with SunCap, to receive and <br />disburse the funds. There only costs to the County will be legal fees for the <br />preparation of the necessary documents. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved Cabarrus County acting as the recipient <br />and distributor of NCDOT economic development funds for this purpose and <br />authorized the County Manager to execute the related agreements subject to <br />review and /or revision by the County Attorney. <br />(F -2) County Manager - Transfer of the Business and Technology Center Property <br />to RCCC <br />The Board of Commissioners agreed by consensus to have staff move forward <br />with the transfer of the Rowan- Cabarrus Community College (RCCC) Business and <br />Technology Center buildings and property to the community college.
