August 15, 20116 (Regular Meeting) Page 2852 <br />(F -8) IAM -- Transfer of Surplus Vehicle to Town of Harrisburg <br />The Town of Harrisburg requested a surplus truck from Cabarrus County for <br />pulling radar speed trailers, the DWI safety equipment trailer, and the driver's <br />training cone trailer. The requested truck, a 2007 Ford F250 4x4 truck (VIN # <br />1FTSX21P27FA15687), will replace the current truck utilized to complete these <br />tasks. The Infrastructure and Asset Management and Finance Departments have <br />both reviewed the request and the attached vehicle is available for surplus <br />transfer to the Town of Harrisburg per NCGS 153A -176, 16OA -274 and 160A -280. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br />unanimously carried, the Board declared the 2007 Ford F250 truck surplus <br />property and authorized disposition in accordance with the County's policy. <br />(F -9) Planning and Development - Request for Right-of-Way Abandonment on <br />Overcash Road <br />Staff received a request from a property owner at the end of Overcash <br />Road (PIN 4682757693) that 750 feet at the end of Overcash Road (SR 1605) be <br />abandoned. The petitioner is the only property served by the section of road <br />where the right -of -way would be abandoned. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br />unanimously carried, the Board adopted the Resolution Requesting Consideration <br />for the Closure of State Road 1605 Overcash Road. <br />Resolution No. 2016 -11 <br />RESOLUTION REQUESTING CONSIDERATION FOR THE CLOSURE <br />OF STATE ROAD 1605 OVERCASH ROAD <br />WHEREAS, a portion of North Carolina State Road 1605 (Overcash Road) in <br />Cabarrus County dissects the property of Keith Wayne; and <br />WHEREAS, General Statute 153A -241 requires that the Board of Commissioners <br />adopt a resolution declaring its intent to close the public road or easement to <br />start the process to consider that closure; and <br />WHEREAS, the Cabarrus County Board of Commissioners is considering the <br />request for closure and abandonment of State maintenance for this area at the <br />request of the surrounding property owner, as described on the attached Exhibit, <br />but wishes to hold the required public hearing before making a decision on that <br />closure; and <br />WHEREAS, the North Carolina Department of Transportation (NCDOT) has <br />requested the Cabarrus County Board of Commissioners to consider this action <br />and provide a resolution of intent; and <br />WHEREAS, the Cabarrus County Board of Commissioners, at their regular <br />meeting on August 15, 2016, considered this action; <br />NOW THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners expresses its intent to consider the closure and abandonment of <br />public maintenance of S.R. 1605 (Overcash Road), as described on the attached <br />Exhibit, and to hold a public hearing to provide for public input on this <br />action. <br />Adopted this 15th day of August, 2016. <br />/s/ Stephen M.
