September 6, 2016 (Work Session) Page 2865 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Tuesday, September 6, 2016 at 4:00 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: Grace M. Mynatt <br />Elizabeth F. Poole <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager and Megan Smit, Clerk to the Board. <br />Commissioner Poole arrived at 4:11 p.m. and was present for the remainder <br />of the meeting_ <br />Call to Order <br />Chairman Morris called the meeting to order at 4 :05 p.m. <br />Approval of Agenda <br />Chairman Morris presented the following changes to the Agenda: <br />Additions: <br />3.2 DOE - update from the Cabarrus County Board of Elections <br />4.15 CCS - Funding Request for Additional Closing Costs for 2016 Tax Bill <br />• Memo <br />+ Tax Bills <br />4.16 BOC - NCACC Video Update <br />• Video <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the Agenda as amended. <br />Commissioner Poole arrived at 4 :11 p.m. and was present for the remainder <br />of the meeting. <br />Discussion Items - No Action <br />Cabarrus Community Health Priorities - Presentation <br />Lauren Thomas, Healthy Cabarrus, Executive Director, presented a <br />PowerPoint presentation update on community health priorities for Cabarrus <br />County titled "2016 Cabarrus Community Health Priorities ". <br />The following topics were included in the presentation: <br />• Healthy Cabarrus Partnerships for Life <br />• Partner Agencies <br />• How have others used the Community Needs Assessment? <br />• Phases of a Community Needs Assessment <br />• Photovoice <br />• Voting and Final Results <br />• Substance Use <br />• Mental Health <br />• Obesity <br />• Who are our most vulnerable? <br />• Community Input Opportunity <br />During the presentation, Ms. Thomas requested input from the Board and a <br />discussion ensued. There was discussion throughout and following the <br />presentation with Ms. Thomas responding to a variety of questions from the <br />Board. <br />Board of Elections - Update <br />Carol Soles, Board of Elections Director, presented an update on the <br />Supreme Court ruling on North Carolina's voter -ID law for the upcoming election. <br />As a result, she advised the requirements for voting in the November B, 2016 <br />election are as follows: <br />
