She added, there has been discussion that legislators will draw new <br />precinct lines with the goal that each precinct will have 3,000 -3,500 voters. <br />A discussion ensued. During discussion, Ms. Soles responded to questions <br />from the Board. David Black, Chairman of the Board of Elections, was also in <br />attendance. <br />Discussion Items for Action at September 19, 2016 Meeting <br />Fair - Powers Great American Midways Renewal <br />Kate Sharpe, Fair Director, reported the current agreement with Powers <br />Great American Midways, provider of all rides and games at the Cabarrus County <br />Fair, ends after the 2016 Fair. She stated the proposed agreement renews the <br />contract through 2021. <br />Corky Powers, Powers Great American Midways, expressed his appreciation <br />of the working relationship Powers Great American Midways has had with Cabarrus <br />County throughout the years. <br />Mike Downs, County Manager, commented on the excellent service and <br />fantastic job performed by Powers Great American Midways. <br />Chairman, Steve Morris, thanked Mr. Powers for his contribution to the <br />Cabarrus County Fair.. <br />KCS - Kannapolis Middle School Change Order <br />Will Crabtree, Kannapolis City Schools (KCS), Director of Business <br />Operations, reported the KCS Board of Education approved a change order for <br />Kannapolis Middle School. He advised the change order was recommended by the <br />architect and requested approval to utilize $52,094.00 of contingency funds to <br />cover the cost. <br />CCS - Funding Request for Additional Closing Costs for 2016 Tax Bill <br />Tim Lowder, Cabarrus County Schools (CCS), Executive Director of <br />Operations, reported the deferred property taxes due at closing for the Barr <br />property purchase were not calculated. He requested additional funding in the <br />amount of $15,657.68 to complete the closing transaction. <br />A brief discussion ensued. <br />Finance - RCCC Request to Reappropriate FY16 Capital Funding <br />Janet Spriggs, Rowan - Cabarrus Community College (RCCC) , Chief Financial <br />Officer, advised RCCC had $216,587.24 remaining in annual capital funding at <br />the end of June 30, 2016. She requested the reappropriation of these funds to <br />FY17. <br />Planning and Development - 2015 -2016 HOME Consolidated Annual Performance and <br />Evaluation Report (CAPER) <br />Kelly Sifford, Planning and Development Director, reported that as part <br />of Cabarrus County's participation in the HOME Consortium grant, a Federal <br />Consolidated Annual Performance and Evaluation Report (CAPER) must be filed <br />annually on the activities for the grant and a public hearing held for any <br />comments. She stated one home rehabilitation and one home reconstruction were <br />completed in the fiscal year. A total of $169,525.00 was expended in the <br />program year on the two projects. She requested the Board suspend its Rules of <br />Procedure in order to schedule the required public hearing. She also responded <br />to questions from the Board. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board suspended its Rules of Procedure in order to <br />take action on this item due to time constraints. <br />UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt and <br />unanimously carried, the Board scheduled a public hearing for the HOME Program <br />
