She added, there has been discussion that legislators will draw new precinct lines with the goal that each precinct will have 3,000 -3,500 voters. A discussion ensued. During discussion, Ms. Soles responded to questions from the Board. David Black, Chairman of the Board of Elections, was also in attendance. Discussion Items for Action at September 19, 2016 Meeting Fair - Powers Great American Midways Renewal Kate Sharpe, Fair Director, reported the current agreement with Powers Great American Midways, provider of all rides and games at the Cabarrus County Fair, ends after the 2016 Fair. She stated the proposed agreement renews the contract through 2021. Corky Powers, Powers Great American Midways, expressed his appreciation of the working relationship Powers Great American Midways has had with Cabarrus County throughout the years. Mike Downs, County Manager, commented on the excellent service and fantastic job performed by Powers Great American Midways. Chairman, Steve Morris, thanked Mr. Powers for his contribution to the Cabarrus County Fair.. KCS - Kannapolis Middle School Change Order Will Crabtree, Kannapolis City Schools (KCS), Director of Business Operations, reported the KCS Board of Education approved a change order for Kannapolis Middle School. He advised the change order was recommended by the architect and requested approval to utilize $52,094.00 of contingency funds to cover the cost. CCS - Funding Request for Additional Closing Costs for 2016 Tax Bill Tim Lowder, Cabarrus County Schools (CCS), Executive Director of Operations, reported the deferred property taxes due at closing for the Barr property purchase were not calculated. He requested additional funding in the amount of $15,657.68 to complete the closing transaction. A brief discussion ensued. Finance - RCCC Request to Reappropriate FY16 Capital Funding Janet Spriggs, Rowan - Cabarrus Community College (RCCC) , Chief Financial Officer, advised RCCC had $216,587.24 remaining in annual capital funding at the end of June 30, 2016. She requested the reappropriation of these funds to FY17. Planning and Development - 2015 -2016 HOME Consolidated Annual Performance and Evaluation Report (CAPER) Kelly Sifford, Planning and Development Director, reported that as part of Cabarrus County's participation in the HOME Consortium grant, a Federal Consolidated Annual Performance and Evaluation Report (CAPER) must be filed annually on the activities for the grant and a public hearing held for any comments. She stated one home rehabilitation and one home reconstruction were completed in the fiscal year. A total of $169,525.00 was expended in the program year on the two projects. She requested the Board suspend its Rules of Procedure in order to schedule the required public hearing. She also responded to questions from the Board. UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and unanimously carried, the Board suspended its Rules of Procedure in order to take action on this item due to time constraints. UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt and unanimously carried, the Board scheduled a public hearing for the HOME Program
