September 6, 2016 (Work Session) Page 2567 <br />Consolidated Annual Performance and Evaluation Report (CAPER) for Monday, <br />September 19, 2016 at 6:30 p.m. or as soon thereafter as persons may be heard. <br />In closing, Ms. Sifford, informed the Board that two years of funding <br />designated for the sixty -unit elderly housing project planned for Little Texas <br />Road in Kannapolis was funded this year. <br />Planning and Development - Cold Springs Road Street Name Change <br />Lee Snuggs, E911 Coordinator, advised Cabarrus County E911 Addressing <br />requires name changes for duplicate road names, particularly where conflicts <br />have occurred. Currently, he stated, there are two roads in Cabarrus County <br />named Cold Springs Road. Due to this duplication of road names, E911 dispatchers <br />and first responders have had difficulties locating 911 calls for the Cold <br />Springs Road near the center of the county from those on the western border. <br />He recommended changing the name of the Cold Springs Road on the western border <br />to eliminate confusion for emergency services. He requested the Board suspend <br />its Rules of Procedure in order to schedule the required public hearing. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br />unanimously carried, the Board suspended its Rules of Procedure in order to <br />take action on this item due to time constraints. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board scheduled a public hearing to consider a street <br />name change for Cold Springs Road on the western border of the county on Monday, <br />September 19, 2016 at 6:30 p.m. or as soon thereafter as persons may be heard. <br />Planning and Development - Mattons Grove Church Road Street Name Change <br />Lee Snuggs, E911 Coordinator, reported that Cabarrus County <br />Communications /E911 Dispatch and the Planning and Development Department are <br />working together to resolve confusion over similar road names in close proximity <br />to one another. One such conflict is Mattons Grove Church Road, which changes <br />to Collie Road when it crosses into Stanly County and then changes back to <br />Mattons Grove Church Road further into Stanly County. Due to safety concerns <br />resulting from these repetitive and conflicting road names, he recommended to <br />change the section of road in Cabarrus County named Mattons Grove Church Road <br />to Collie Road. He also requested the Board suspend its Rules of Procedure in <br />order to schedule the required public hearing. <br />A discussion ensued. During discussion, Mr. Snuggs and Jonathan Marshall, <br />Deputy County Manager, responded to questions from the Board. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br />unanimously carried, the Board suspended its Rules of Procedure in order to <br />take action on this item due to time constraints. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br />unanimously carried, the Board scheduled a public hearing to consider a street <br />name change for Mattons Grove Church Road on Monday, September 19, 2016 at 6:30 <br />p.m. or as soon thereafter as persons may be heard. <br />ALP - Agreement with NC Wildlife Commission for Rob Wallace Park <br />Londa Strong, Active Living and Parks Director, and Byron Haigler, Park <br />Program Manager, presented a proposed agreement with the North Carolina Wildlife <br />Resource Commission (NCWRC) wherein NCWRC has agreed to design and construct a <br />universally accessible fishing pier at the pond on Phase 1 property at Rob <br />Wallace Park. <br />Highlights of the proposed agreement included the following: <br />• NCWRC will serve as the manager of the construction project <br />• NCWRC will apply for and comply with permits <br />• NCWRC will provide construction drawings of the fishing pier for review <br />and approval from the County <br />• NCWRC will provide all construction materials and labor <br />• NCWRC will be responsible for future necessary repairs to major <br />infrastructure for the fishing pier <br />• NCWRC will provide an informational kiosk and stock the pond with sport <br />fish. <br />Cabarrus County's proposed responsibilities will be as follows: <br />
