September 6, 2016 (Work Session) Page 2868 <br />• Design and construct a universally accessible approach walkway to the <br />fishing pier (part of Phase 1 project) <br />• Routine maintenance <br />• Provide appropriate outdoor trash receptacles <br />• Maintain the property <br />• Ensure proper recognition for the NCWRC <br />Ms. Strong stated that Richard Koch, County Attorney, has reviewed the <br />agreement, noted a couple of changes needed and stated the NCWRC has agreed to <br />the changes. She also responded to questions from the Board. <br />BOC - NCACC Solicitation of County Legislative Goals <br />Mike Downs, County Manager, reported the North Carolina Association of <br />County Commissioners (NCACC) is soliciting goals from all 100 counties. He <br />advised the NCACC will form a committee to review and consolidate the list that <br />will be representative of the entire association. He stated the NCACC goal - <br />setting process begins in August of even- numbered years and consists of five <br />stages, beginning with the solicitation of county proposals and ending with the <br />adoption of the legislative agenda at the Legislative Goals Conference. He <br />then reviewed the list previously approved and provided an update to the Board <br />on issues of interest, adding the submission deadline for the legislative goals <br />to be submitted to the NCACC is September 23rd. <br />A lengthy discussion ensued. During discussion, Mr. Downs responded to <br />questions from the Board. <br />Additionally, the Board was advised to submit any additional goals to <br />either the County Manager or the Clerk by September 14th. <br />County Manager - Allocation for Local Salary Match to the State Budget for <br />School Positions <br />Pam Dubois, Senior Deputy County Manager, reported that every year the <br />County places funds in contingency to match the potential cost for the proposed <br />State budget increases to school system salaries. Once the budget is passed by <br />the State, she advised the schools calculate this match and send their funding <br />request to the County. This year's request totals $823,378.00, of which <br />$49,726.00 (based on Average Daily Membership (ADM) matching requirements) will <br />be allocated to Kannapolis City Schools (KCS) to fund a mental health responder. <br />The total cost of the mental health responder position is $60,000.00. <br />Therefore, in order to make up the difference, she stated, KCS will require <br />funds totaling $10,274.00 to be released from their FY17 one -time funds set <br />aside for the opening of Kannapolis Middle School. <br />A brief discussion ensued. During discussion, Ms. Dubois responded to <br />questions from the Board. <br />County Manager - County (Special Recognition) Sign Policy <br />Mike Downs, County Manager, revisited the draft policy concerning the <br />addition of tributes to signage, which was presented at the August work session. <br />He reported, following that discussion, the draft was revised based on feedback, <br />review and recommendations. He presented a new draft for review and discussion. <br />A discussion ensued. During discussion, recommendations for changes to <br />the draft policy were agreed upon by consensus. <br />Finance - Reappropriation of Funds for Ongoing Projects, Grants, and Commitments <br />Kristin Jones, Senior Budget Analyst, stated each year there are new <br />projects, grants and commitments that need to be transitioned to the new fiscal <br />year when they were unable to be completed within the fiscal year for which <br />they were budgeted. She advised a reappropriation of funds, via fund balance, <br />is needed to transition the project to the new fiscal year. She also reviewed <br />the reappropriation list of items to be transitioned to FY17. <br />IAM - Offer for Purchase of Tax Foreclosure Property <br />Kyle Bilafer, Area Manager, reported tax foreclosure parcels that were <br />not purchased through the courthouse auction are sold using an online surplus <br />property web service. Prior to property being posted an the web service, he <br />stated, adjacent property owners are notified. He advised one particular parcel <br />located at 3015 NC Highway 24 -27 East in Midland has recently received an offer <br />to purchase, prior to advertising the property on the online surplus property <br />web service. He stated the offer is for $2,000.00 from Sumathy Farmer, a <br />
