Both <br />adjacent parcel owners were sent letters about the availability of the parcel <br />when the Tax Department notified Infrastructure and Asset Management that the <br />parcels did not sell during the courthouse auction. In order to accept the <br />offer to purchase, he stated, it is required to go through the standard upset <br />bid process. He requested the Board to accept the initial bid from Sumathy <br />Farmer and commence the upset bid process. <br />A discussion ensued. During discussion, Mr. Bilafer, Richard Koch, County <br />Attorney, and Jonathan Marshall, Deputy County Manager, responded to questions <br />from the Board. <br />Sheriff's Office - VHF System Upgrade for Volunteer Fire Department Pagers <br />Chief Deputy Paul Hunt, Cabarrus County Sheriff's Office, requested an <br />upgrade to the current VHF System, which will be used to activate volunteer <br />fire department pagers. He stated the current VHF system is obsolete and new <br />replacement parts are not available, thus, requiring the procurement of used <br />replacement parts to repair broken equipment. He advised the upgraded system <br />will use the P25 radio system, infrastructure, cables and antennas already in <br />place and includes a one -year warranty from Wireless Communications. After the <br />first year, he said the equipment will be included in the annual services <br />contract with the City of Charlotte and supported by their radio shop. Payments <br />will be made during FY18 and FY19 totaling $334,814.77 ($312,911.00 for <br />equipment plus $21,903.77 tax) . Sergeant Travis McGhee, Cabarrus County <br />Sheriff's Office, and Bobby Smith, Emergency Management Director, were also in <br />attendance. <br />Sheriff's Office - Approval to Purchase 11 Ford Sedan Police Interceptor <br />Vehicles on Unexpired Bid Package <br />Chief Deputy Paul Hunt, Cabarrus County Sheriff's Office, reported a <br />Request for Bids (RFB) for Ford sedan police interceptor vehicles was advertised <br />in November 2015. He advised the only bid was received from Hilbish Motor <br />Company in Kannapolis. Since the bid from Hilbish is valid for 12 months, he <br />stated the Sheriff's Office would like to use the unexpired bid to purchase <br />eleven (11) sedans at a cost of $24,957.74 per unit. The original deadline to <br />purchase vehicles from this bid has been moved up to September 9, 2016. He <br />requested the Board suspend its Rules of Procedure due to time constraints of <br />the unexpired bid package. <br />UPON MOTION of Commissioner Mynatt, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board suspended its Rules of Procedure in order to <br />take action on this item due to time constraints. <br />Vice Chairman Honeycutt MOVED to approve the purchase of eleven (11) Ford <br />sedan police interceptor vehicles from Hilbish Motor Company for a total cost <br />of $274,535.14 per the unexpired bid award to Hilbish Motor Company. <br />Commissioner Shue seconded the motion. <br />A brief discussion ensued.
