September 19, 20716 (Regular Meeting) Page 2871 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, September 19, 2016, at 6:30 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: Grace M. Mynatt <br />Elizabeth F. Poole <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; and Angela Poplin, Deputy Clerk to the Board. <br />Chairman Morris called the meeting to order at 6:31 p.m. <br />Boy Scout Troop 91 from Saint James Lutheran Church conducted the Flag <br />Ceremony. Scouts participating were: Hunter Elliott, Monte Hughes, Daylon Deal <br />and Ethan Briggs. <br />Rabbi Barbara Shulamit Thiede from Temple Or Olam delivered the <br />invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Poole <br />and unanimously carried, the Board approved the minutes of August 1, 2016 (Work <br />Session); August 15, 2016 (Regular Meeting) and August 25, 2016 (Joint Meeting) <br />as presented. <br />APPROVAL OF THE AGENDA <br />Chairman Morris reviewed the following changes to the Agenda. <br />Additions: <br />Recognitions and Presentations <br />C -8 Proclamation - Crime Stoppers Month <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Poole and <br />unanimously carried, the Board approved the Agenda as amended. <br />C) RECOGNITIONS AND PRESENTATIONS <br />Chairman Morris recognized Cabarrus County Youth Commission members in <br />attendance. <br />C -1) LGFCU Excellence in Innovation Awards <br />Matthew Gunnet, North Carolina Association of County Commissioners <br />(NCACC), Membership Services Coordinator, and LeAnna Lott, Local Government <br />Federal Credit Union ( LGFCU), Membership Development Officer, presented the <br />Local Government Federal Credit Union Excellence and Innovation Awards in the <br />Human Services Category to Cabarrus County Emergency Medical Services (EMS) for <br />the Cabarrus Community Paramedic Program. <br />Alan Thompson, Emergency Medical Services (EMS) Director, Dr. Craig Corey, <br />Emergency Medical Services (EMS) Medical Director and Justin Brines, EMS <br />Specialty Services Supervisor were recognized_ Mr. Gunnet presented a $1,000.00 <br />check to Mr. 'Thompson for the Cabarrus Community Paramedic Program. <br />Mr. Gunnet then presented the Local Government Federal Credit Union <br />Excellence in Innovation Awards in the Intergovernmental Collaboration Category <br />to the Cabarrus County Commissioners for the Cabarrus County Elected Officials <br />Summits Program. <br />Chairman Morris commented on the success of the Elected Officials Summit <br />Program. <br />On behalf of the Board, Vice Chairman Honeycutt accepted a check in the <br />amount of $1,000.00 from Mr. Gunnet along with trophies for both of the Local <br />Government Federal Credit Union Excellence in Innovation Awards. <br />Chairman Morris commended EMS staff, stating what a great asset the <br />Cabarrus Community Paramedic Program is to the citizens of Cabarrus County. <br />(C -2) EMS - Touchstone Silver Award <br />
