September 14, 2016 (Regular Meeting) Page 2872 <br />Alan Thompson, Emergency Medical Services (EMS) Director, announced EMS <br />was awarded the Touchstone Award Silver Level for their collaboration with <br />Carolinas Health System in connection with the program "Closing the Gap. <br />integrating paramedics in stroke patients transitioning home ". <br />Mr. Thompson presented the Touchstone Award to Dr. Craig Corey, Emergency <br />Medical Services (EMS) Medical Director and Justin Brines, EMS Specialty <br />Services Supervisor. <br />(C -3) DHS - Child Support Division Recognition <br />Ben Rose, Human Services Director, recognized The Cabarrus County <br />Department of Human Services (DHS), Child Support Division, for receipt of the <br />Certificate of Excellence awarded by the State of North Carolina for meeting <br />all self - assessment and incentive goals for FY16. He commended staff for their <br />efforts and hard work. <br />Susan Dillon, DHS, Child Support Manager, stated this year the division <br />had a record - setting year, collecting $11.4 million in child support for the <br />citizens of Cabarrus County. She also thanked the Board for their support. <br />(C -4) Human Resources - Recognition of Robert E. Williams on His Retirement <br />from Cabarrus County Emergency Medical Services <br />Alan Thompson, Emergency Medical Services (EMS) Director, recognized <br />Captain Robert Williams on his retirement from over 31 years of service in <br />emergency medical services; 28 of which were with Cabarrus County. He <br />highlighted a number of Captain Williams' accomplishments during his tenure <br />with EMS and thanked him for his service. <br />Captain Williams, accompanied by his wife and daughter, expressed <br />appreciation for their support and also thanked the Board for their support. <br />Vice Chairman Honeycutt presented a service award to Captain Williams for <br />his service and dedication to the citizens of Cabarrus County. <br />(C -5) SOC - St2Ming Up Proclamation <br />Chairman Morris read the proclamation aloud. <br />Commissioner Mynatt MOVED to adopt the Stepping Up Proclamation, <br />suggesting services to the general public should also be considered. <br />Commissioner Shue seconded the motion. <br />Following a brief discussion, the MOTION unanimously carried_ <br />Proclamation No. 2616 -14 <br />STEPPING UP PROCLAMATION <br />WHEREAS, counties routinely provide treatment services to the estimated <br />2 million people with serious mental illnesses booked into jail each year; and <br />WHEREAS, prevalence rates of serious mental illnesses in jails are three <br />to six times higher than for the general public; and <br />WHEREAS, almost three- quarters of adults with serious mental illnesses in <br />jails have co- occurring substance use disorders; and <br />WHEREAS, adults with mental illnesses tend to stay longer in jail and, <br />upon release, are at a higher risk of recidivism than people without these <br />disorders; and <br />WHEREAS, county jails spend two to three times more on adults with mental <br />illnesses that require interventions compared to those without these treatment <br />needs; and <br />WHEREAS, without the appropriate treatment and services, people with <br />mental illnesses continue to cycle through the criminal justice system, often <br />resulting in tragic outcomes for these individuals and their families; and <br />WHEREAS, Cabarrus County and all counties take pride in their <br />responsibility to protect and enhance the health, welfare, and safety of its <br />residents in efficient and cost - effective ways; and <br />
