" <br />(Ord. of 5 -7 -84, § 1) <br />Sec. 22 -27. - Intent and purpose of article. <br />(a) It is the intent and purpose of this article to ensure the complete and <br />1 efficient utilization of all of the county's resources to combat disast=er <br />impacts resulting from enemy actions or other emergencies <br />(b) The county emergency management function will be the instrument through <br />which the board of commissioners may exercise the authority and discharge <br />l the responsibilities vested in them during dim astei- emergencies. <br />l (c) This article will not relieve any county department of the moral <br />responsibilities or authority given to it in the special acts or by local <br />ordinances, nor will it adversely affect the work of any volunteer agencies <br />organized for relief in Tf emergencies. <br />(Ord. of 5 -7 -84, § 2; Ord.
