October 17, 2016 (Regular Meeting) Page 2906 <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br />unanimously carried, the Board approved the Salary Table Computations to be <br />effective for the November 18th payroll and to use lapse salaries in the amount <br />of approximately $103,000.00. <br />(F -3) County Manager - Creation of a Mental Health Advisory Board <br />The Board discussed the creation of a Mental Health Advisory Board (Task <br />Force) at their October work session. A resolution is attached establishing the <br />advisory board /task force. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br />unanimously carried, the Board adopted the Resolution Establishing the Cabarrus <br />County Mental Health Advisory Board. <br />Resolution No. 2016 -13 <br />A RESOLUTION ESTABLISHING THE <br />CABARRUS COUNTY MENTAL HEALTH ADVISORY BOARD <br />WHEREAS, the Board of Commissioners is concerned with the mental health, safety <br />and welfare of citizens throughout Cabarrus County, and is especially interested <br />in early intervention efforts; and <br />WHEREAS, the Board of Commissioners adopted a proclamation on September 19, <br />2016 in support of Stepping Up, an initiative that aims to reduce the mentally <br />ill population within jails across the country; and <br />WHEREAS, the Board of Commissioners wishes to establish a Mental Health Advisory <br />Board (Task Force) to serve as a resource for determining early intervention <br />efforts, assessing available mental health resources, and evaluating the <br />criminal justice system and county jail for improvements in relation to their <br />clients who suffer from mental illness; <br />NOW THEREFORE BE IT RESOLVED the Cabarrus County Board of Commissioners hereby <br />establishes the Cabarrus County Mental Health Advisory Board (Task Force) , <br />providing for a 25- member board with staggered terms among its initial <br />membership and awaiting approval of its bylaws at a later date. <br />Adopted this 17th day of October, 2016. <br />/s/ Stephen M. Smit, Clerk to the Board <br />(F -4) Emergency Management - Homeland Security Pass- Through Grant Award <br />The Homeland Security Grant Program is a federal program that provides <br />funding to local jurisdictions through North Carolina Emergency Management <br />(NCEM). These grants are distributed on a regional basis through the NCEM <br />Domestic Preparedness Regional Committee (DPR) program. Local jurisdictions <br />receive grant purchased items from this program. Local jurisdictions rotate as <br />"host" counties to manage the awarded funds and transfer equipment to the <br />receiving agency. Cabarrus County has received several items for preparedness <br />from this program. This grant cycle Cabarrus County is serving as a "host" <br />county. <br />The region is receiving a grant to purchase a pickup truck that will be <br />transferred to the regional healthcare coalition based out of Carolinas <br />Healthcare System. Cabarrus County EM (Emergency Management), EMS (Emergency <br />Medical Services), CHA (Cabarrus Health Alliance) and CHS -NE (Carolinas <br />Healthcare System NorthEast) are all members of this coalition. The truck will <br />be used for moving trailer -based medical and shelter assets throughout the <br />region and state during emergencies. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br />unanimously carried, the Board approved acceptance of the grant award and <br />authorized the related budget amendment. <br />
