November 7, 2016 (Work Session) Page 2942 <br />WHEREAS, approximately 1,240 pancreatic cancer deaths will occur in North <br />Carolina in 2016; and <br />WHEREAS, pancreatic cancer is the seventh most common cause of cancer- related <br />death in men and women across the world; and <br />WHEREAS, there will be an estimated 418,451 new pancreatic cancer cases <br />diagnosed worldwide in 2020; and <br />WHEREAS, the good health and well -being of the residents of Cabarrus County are <br />enhanced as a direct result of increased awareness about pancreatic cancer and <br />research into early detection, causes and effective treatments. <br />THEREFORE BE IT RESOLVED that the Cabarrus County Board of Commissioners <br />proclaims November 17, 2016 as "World Pancreatic Cancer Day" in Cabarrus County. <br />Adopted this the 7th day of November, 2016. <br />/sf Stephen M. Morris, Chairman <br />Cabarrus County Board of Commissioners <br />County Manaaer - KCS Canital Fundina Request <br />Will Crabtree, Kannapolis City Schools (KCS) , Director of Business <br />Operations, presented a request for $430,000.00 to offset the large increase in <br />charter school students for FY 2017. He stated that if approved, the County <br />would need to allocate $326,800.00 of contingency funds toward capital to meet <br />this request. <br />A lengthy discussion ensued. During discussion, Mr. Crabtree and Dr. <br />Chip Buckwell, KCS, Superintendent, responded to questions from the Board. <br />During the discussion, Pam Dubois, Senior Deputy County Manger, provided <br />additional information regarding the matter. She recommended waiting a month <br />to see if a resolution occurs. <br />It was the consensus of the Board to place the item on the November 18, <br />2016 regular meeting for discussion and to decide at that time if it needs to <br />be postponed until a later date. <br />County Manager - RCCC Funding Request for Owner' s Cost, Design and Contingencies <br />Pam Dubois, Senior Deputy County Manager, advised Rowan- Cabarrus <br />Community College (RCCC) requested the transfer of $2,229,439.00 into a <br />construction fund for owner's cost, design fees and contingencies for the new <br />Advanced Technology Center. She reported these funds were set aside by the <br />Board in a previous fiscal year awaiting for a final site to be selected. The <br />site has been selected and the County is requested to transfer the funds into <br />a construction fund to track the total project cost for the facility. <br />Active Living and Parks - 2017 Fees and Charges Policy <br />Londa Strong, Active Living and Parks Director, presented proposed changes <br />to the Fees and Charges Policy for the upcoming calendar year. She stated the <br />changes to the Fees and Charges Policy are presented this time of year so they <br />can be in place by January for the entire calendar year. She advised a fiscal <br />year approval would split some of the sports and activity seasons. <br />A brief discussion ensued. During discussion, Ms. Strong responded to <br />questions from the Board. <br />Active Living and Parks - Approval of 2016 -2017 Matching Incentive Grant Phase <br />II Requests <br />Londa Strong, Active Living and Parks Director, introduced Kevin Bryant, <br />Active Living and Parks Commission Chair, for the grant presentation. <br />Mr. Bryant presented on overview of 2016 -2017 Matching Incentive Grant <br />Phase II Requests. In October 2016, the Active Living and Parks Commission <br />approved six matching incentive grant requests for Phase II, totaling <br />$43,198.00. <br />A discussion ensued. During discussion, Ms. Strong and Mr. Bryant <br />responded to questions from the Board. <br />BOC - Certified Work Ready Community Letter of Commitment. <br />
