November 7, 2016 (Work Session) Page 2942 WHEREAS, approximately 1,240 pancreatic cancer deaths will occur in North Carolina in 2016; and WHEREAS, pancreatic cancer is the seventh most common cause of cancer- related death in men and women across the world; and WHEREAS, there will be an estimated 418,451 new pancreatic cancer cases diagnosed worldwide in 2020; and WHEREAS, the good health and well -being of the residents of Cabarrus County are enhanced as a direct result of increased awareness about pancreatic cancer and research into early detection, causes and effective treatments. THEREFORE BE IT RESOLVED that the Cabarrus County Board of Commissioners proclaims November 17, 2016 as "World Pancreatic Cancer Day" in Cabarrus County. Morris, Chairman Cabarrus County Board of Commissioners County Manaaer - KCS Canital Fundina Request Will Crabtree, Kannapolis City Schools (KCS) , Director of Business Operations, presented a request for $430,000.00 to offset the large increase in charter school students for FY 2017. He stated that if approved, the County would need to allocate $326,800.00 of contingency funds toward capital to meet this request. A lengthy discussion ensued. During discussion, Mr. Crabtree and Dr. Chip Buckwell, KCS, Superintendent, responded to questions from the Board. During the discussion, Pam Dubois, Senior Deputy County Manger, provided additional information regarding the matter. She recommended waiting a month to see if a resolution occurs. It was the consensus of the Board to place the item on the November 18, 2016 regular meeting for discussion and to decide at that time if it needs to be postponed until a later date. County Manager - RCCC Funding Request for Owner' s Cost, Design and Contingencies Pam Dubois, Senior Deputy County Manager, advised Rowan- Cabarrus Community College (RCCC) requested the transfer of $2,229,439.00 into a construction fund for owner's cost, design fees and contingencies for the new Advanced Technology Center. She reported these funds were set aside by the Board in a previous fiscal year awaiting for a final site to be selected. The site has been selected and the County is requested to transfer the funds into a construction fund to track the total project cost for the facility. Active Living and Parks - 2017 Fees and Charges Policy Londa Strong, Active Living and Parks Director, presented proposed changes to the Fees and Charges Policy for the upcoming calendar year. She stated the changes to the Fees and Charges Policy are presented this time of year so they can be in place by January for the entire calendar year. She advised a fiscal year approval would split some of the sports and activity seasons. A brief discussion ensued. During discussion, Ms. Strong responded to questions from the Board. Active Living and Parks - Approval of 2016 -2017 Matching Incentive Grant Phase II Requests Londa Strong, Active Living and Parks Director, introduced Kevin Bryant, Active Living and Parks Commission Chair, for the grant presentation. Mr. Bryant presented on overview of 2016 -2017 Matching Incentive Grant Phase II Requests. In October 2016, the Active Living and Parks Commission approved six matching incentive grant requests for Phase II, totaling $43,198.00. A discussion ensued. During discussion, Ms. Strong and Mr. Bryant responded to questions from the Board. BOC - Certified Work Ready Community Letter of Commitment.
