November 7, 2016 (Work Session) Page 2943 Megan Smit, Clerk to the Board, provided an update regarding the North Carolina Works Certified Work Ready Communities. She reported that a local committee met for the first time in September and is working to submit the initial application in the process to become a Certified Work Ready Community. As part of the application process, letters of commitment from various entities and interest groups throughout the county are required. BOC - Resolution Amending the Board of Commissioner's 2016 Meeting Schedule Megan Smit, Clerk to the Board, reported the Cabarrus Summit - 4th Quarterly Meeting has been scheduled for December 15, 2016 and will be hosted by the City of Concord. She stated a resolution amending the Board of Commissioners' 2016 Meeting Schedule is required. County Manager - Additional Funding Request for Detention Center Security, Software and Hardware Upgrade Project Pam Dubois, Senior Deputy County Manager, reported the contract amount for the Detention Center security, software and hardware project came in over budget by $12,932.00. She advised the Sheriff's Office will provide funds from their State Criminal Alien Assistance Program (SCRAP) to cover the shortage. Todd Shanley, Deputy Chief Information Officer, provided additional information and details in connection with the upgrade project. A discussion ensued. During discussion, Ms. Dubois and Mr. Shanley responded to questions from the Board. County Manager - Cabarrus County Personnel Ordinance Revisions- Retiree Health Insurance Lundee Covington, Human Resources Director, presented recommended revisions to the Cabarrus County Personnel Ordinance, Article VI - Section 5 Vacation Leave /Manner of Accrual Ordinance, as it relates to retiree health and life insurance benefits for existing and future employees. She also reviewed the following summ ary: Retirees must meet all eligibility requirements including last 5 years as County emplovee. Hire /Rehire Date Eligible for 100% Eligible for 50% Not eligible Prior to 7/1/97 If signed If signed acceptance declination agreement for agreement for reduced vacation reduced vacation 7/1/97 - 10/31/03* 10 years N/A 11/1/03 - 25 years 10 years 10/31/16 11/1/16 or after 25 years 15 years *If employees leave and return, they will restart under the current guidelines; this option above will end. A discussion ensued. During discussion, Ms. Covington, Richard Koch, County Attorney, Pam Dubois, Senior Deputy County Manager and Mike Downs, County Manager, responded to questions from the Board. Due to time constraints, staff requested the Board suspend the Rules of Procedure and approve the revisions to the retiree health and life insurance benefit requirements for all new employees effective November 1, 2016. UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Mynatt and unanimously carried, the Board suspended its Rules of Procedures in order to take action on this item due to time constraints. UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and unanimously carried, the Board approved the revisions to Article VI - Section 5 Vacation Leave /Manner of Accrual of the Cabarrus County Personnel Ordinance as it relates to qualifications to receive Retiree Health and Life Insurance for all new employees effective November 1, 2016. County Manager - Purchase of Additional Land for Wallace Park Jonathan Marshall, Deputy County Manager, reported on the purchase of additional property for Wallace Park to replace property sold to IPG. He advised one purchase totaling 30 acres would consist of 3 parcels. The initial funds for the purchase would come from proceeds from the sale of the property
