November 7, 2016 (Work Session) Page 2943 <br />Megan Smit, Clerk to the Board, provided an update regarding the North <br />Carolina Works Certified Work Ready Communities. She reported that a local <br />committee met for the first time in September and is working to submit the <br />initial application in the process to become a Certified Work Ready Community. <br />As part of the application process, letters of commitment from various entities <br />and interest groups throughout the county are required. <br />BOC - Resolution Amending the Board of Commissioner's 2016 Meeting Schedule <br />Megan Smit, Clerk to the Board, reported the Cabarrus Summit - 4th <br />Quarterly Meeting has been scheduled for December 15, 2016 and will be hosted <br />by the City of Concord. She stated a resolution amending the Board of <br />Commissioners' 2016 Meeting Schedule is required. <br />County Manager - Additional Funding Request for Detention Center Security, <br />Software and Hardware Upgrade Project <br />Pam Dubois, Senior Deputy County Manager, reported the contract amount <br />for the Detention Center security, software and hardware project came in over <br />budget by $12,932.00. She advised the Sheriff's Office will provide funds from <br />their State Criminal Alien Assistance Program (SCRAP) to cover the shortage. <br />Todd Shanley, Deputy Chief Information Officer, provided additional <br />information and details in connection with the upgrade project. <br />A discussion ensued. During discussion, Ms. Dubois and Mr. Shanley <br />responded to questions from the Board. <br />County Manager - Cabarrus County Personnel Ordinance Revisions- Retiree Health <br />Insurance <br />Lundee Covington, Human Resources Director, presented recommended <br />revisions to the Cabarrus County Personnel Ordinance, Article VI - Section 5 <br />Vacation Leave /Manner of Accrual Ordinance, as it relates to retiree health and <br />life insurance benefits for existing and future employees. During discussion, Ms. Covington, Richard Koch, <br />County Attorney, Pam Dubois, Senior Deputy County Manager and Mike Downs, County <br />Manager, responded to questions from the Board. <br />Due to time constraints, staff requested the Board suspend the Rules of <br />Procedure and approve the revisions to the retiree health and life insurance <br />benefit requirements for all new employees effective November 1, 2016. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Mynatt <br />and unanimously carried, the Board suspended its Rules of Procedures in order <br />to take action on this item due to time constraints. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br />unanimously carried, the Board approved the revisions to Article VI - Section <br />5 Vacation Leave /Manner of Accrual of the Cabarrus County Personnel Ordinance <br />as it relates to qualifications to receive Retiree Health and Life Insurance <br />for all new employees effective November 1, 2016. <br />County Manager - Purchase of Additional Land for Wallace Park <br />Jonathan Marshall, Deputy County Manager, reported on the purchase of <br />additional property for Wallace Park to replace property sold to IPG. He <br />advised one purchase totaling 30 acres would consist of 3 parcels. The initial <br />funds for the purchase would come from proceeds from the sale of the property <br />
