He <br />stated it is necessary for utilities, turn lanes, etc. at the entrance to the <br />park. <br />A discussion ensued. During discussion, Mr. Marshall and Kyle Bilafer, <br />Area Manager, responded to a variety of questions from the Board. <br />Countv Manager - Request to Lease Area Adjacent to Concord Library <br />Jonathan Marshall, Deputy County Manager, presented an update to a request <br />from a local restaurant owner to lease property adjacent to the Concord Library. <br />He advised the County Attorney drafted a lease last year while awaiting a <br />proposal from the Lessee regarding the fees and lease term. He stated the <br />Lessee recently contacted the County Manager's Office regarding this matter as <br />well as provided rough draft renderings of the area for its proposed use. <br />A discussion ensued. During discussion, Mr. Marshall responded to <br />questions from the Board. <br />Countv Manager - State Salary Match for Local Rowan - Cabarrus Community College <br />Positions <br />Pam Dubois, Senior Deputy County Manager, reported Rowan - Cabarrus <br />Community College (RCCC) has submitted a request for matching funds for a salary <br />increase and a one -time bonus for full -time County- funded employees in <br />connection with the State Budget Act. She stated the total amount is $15,756.00 <br />and that a portion of these funds were set aside in contingency with the balance <br />coming from unassigned contingency funds. <br />Planning and Development - Soil and Water Division - Farmland Preservation Grant <br />ApElications <br />Dennis Testerman, Resource Conservation Specialist, advised the Cabarrus <br />Soil and Water Conservation District Board plans to apply for state and federal <br />preservation grant funds to purchase development rights for permanent <br />agricultural conservation easements on two farms. He reported this year, <br />administrative and legal costs may be included in the grant applications.
