November 21, 2016 (Regular Meeting) Page 2946 <br /> The Board of Commissioners for the County of Cabarrus met in regular <br /> session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br /> Center in Concord, North Carolina on Monday, November 21, 2016, at 6: 30 p.m. <br /> Present - Chairman: Stephen M. Morris <br /> Vice Chairman: Diane R. Honeycutt <br /> Commissioners: Grace M. Mynatt <br /> Lynn W. Shue <br /> Elizabeth F. Poole <br /> Also present were Mike Downs, County Manager; Richard M. Koch, County <br /> Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br /> County Manager; Kyle Bilafer, Area Manager and Megan Smit, Clerk to the Board. <br /> Chairman Morris called the meeting to order at 6:30 p.m. <br /> Boy Scout Troop 59 from Saint John' s Lutheran Church conducted the Flag <br /> Ceremony. Scouts participating were: Jacob Handler, Colt Haas, Collier <br /> Leatherman, Hayes Leatherman, Mitchell Bobrek, Kyle Trevathan, Dylan Greene, <br /> Walker Hedgecock and Mack Morgan. <br /> Dusty Morgan, Certified United Methodist Church Lay Speaker from Saint <br /> Paul' s United Methodist Church, delivered the invocation. <br /> A moment of silence was observed for former Cabarrus County paramedic, <br /> Pavel Glushenya. <br /> (A) APPROVAL OR CORRECTION OF MINUTES <br /> UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br /> unanimously carried, the Board approved the minutes of October 3, 2016 (Work <br /> Session) and October 17, 2016 (Regular Meeting) as presented. <br /> (B) APPROVAL OF THE AGENDA <br /> Chairman Morris reviewed the following changes to the Agenda. <br /> Additions: <br /> New Business <br /> G-6 IAM - Downtown Parking Deck Design Contract <br /> Closed Session <br /> L-1 Closed Session - Pending Litigation, Economic Development and Acquisition <br /> of Real Estate <br /> Updated: <br /> Consent <br /> F-7 County Manager - RCCC Funding Request for Owner' s Cost, Design and <br /> Contingencies <br /> • Budget Amendment <br /> • LOBS Project Ordinance <br /> Tabled: <br /> Recognitions and Presentations <br /> C-1 Presentation - Representative Linda Johnson <br /> New Business <br /> G-4 County Manager - KCS Capital Funding Request <br /> UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br /> unanimously carried, the Board approved the Agenda as amended. <br /> (C) RECOGNITIONS AND PRESENTATIONS <br /> (C-1) Representative Linda Johnson <br /> Note: This item was tabled. <br /> (C-2) Active Living and Parks - Recognition of Girl Scout Troop 755 <br /> Londa Strong, Active Living and Parks Director, introduced Byron Haigler, <br /> Park Program Manager, who recognized Girl Scouts Hornets' Nest Council Service <br /> Unit - Troop 755 for completing requirements to earn the Silver Award by <br /> constructing a natural playground at Vietnam Veterans Park.
