During discussion, Ms. Dubois responded to questions <br /> from the Board. <br /> County Manager - Rob Wallace Park Construction Update and Project Ordinance <br /> Jonathan Marshall, Deputy County Manager, reported construction is on <br /> schedule for the January opening and advised grant funds are in place for Phase <br /> 1 of Rob Wallace Park. He commented on steps taken to resolve the immediate <br /> water service needs as well as the needs in the construction of future phases. <br /> Kyle Bilafer, Area Manager, provided an update on the various areas of <br /> construction to include structural aesthetics. He reviewed photos taken during <br /> construction. <br /> Mike Downs, County Manager, commended Mr. Marshall and Mr. Bilafer for <br /> their efforts on the project. <br /> Mr. Marshall provided information regarding the soft opening of the park <br /> planned for early January. He advised the main celebration and grand opening <br /> of the park will probably be scheduled in March. <br /> A brief discussion ensued. <br /> DHS - Transportation - Grant-Funded Recommendations <br /> Ben Rose, Human Services Director, presented recommendations regarding <br /> strategies to implement and administer grant-funded transportation services <br /> moving forward. He stated these strategies will allow the Department to <br /> continue to provide critical transportation services within the allocated <br /> grants, but will reduce the dependency on contracted transportation as well as <br /> reduce the county's subsidy within these grants. He advised the proposals will <br /> impact services in that they will greatly reduce the amount of trips available <br /> to clients within these grants. However, these proposals will also allow the <br /> Department to more efficiently provide services within its own capacity and <br /> focus its primary attention on the mandated Medicaid services. Suzanne Moose, <br /> Assistant Human Services Director, and Bob Bushey, Transportation Manager, were <br /> also in attendance. <br /> A discussion ensued. During discussion, Mr. Rose responded to questions <br /> from the Board. <br /> DHS - Work First Block Grant Plan <br /> Ben Rose, Human Services Director, reported the revised Work <br /> First/Temporary Assistance for Needy Families (TANF) Block Grant Plan includes <br /> descriptions of strategies to achieve the measurable statewide outcome goals <br /> and performance measures and promotes a strengths-based, family-centered <br /> practice approach and provides parents with short-term training and other <br /> services to help them become employed and move toward self-sufficiency. <br /> Kathy Mowrer, Social Work Program Administrator, presented updates made <br /> to the County's Block Grant Plan. She requested review and approval of the <br /> updates from the Board. One particular update that was addressed was the <br /> benefit diversion clarification/description of requirements to assist the <br /> public and caseworkers in determining benefit eligibility. <br /> Mr. Rose commented briefly on the benefit diversion strategy. <br /> Infrastructure and Asset Management -- Surplus and Sale of Property <br /> Kyle Bilafer, Area Manager, reported Cabarrus County owns the property <br /> located at 2323 Concord Lake Road. He stated it has been determined the building <br /> cannot be utilized for County operations. He further stated the Board voted <br /> the building and property as surplus in October, 2016. He requested the Board <br /> authorize and approve the sale of the property for the proposed sale price <br /> recommended by the County's contracted real estate services firm. <br /> BOC - Commissioner Appointments for 2017 <br /> Megan Smit, Clerk to the Board, stated the Commissioners' appointments <br /> chart, included in the Agenda, outlines Commissioner appointments to various <br /> boards and committees and appointments as liaisons to surrounding municipalities <br />
