She requested the Board review the chart and provide any changes <br /> prior to the December 19, 2016 Regular Meeting. <br /> A brief discussion ensued. <br /> BOC - Designation of Voting Delegate for NCACC Legislative Goals Conference <br /> Megan Smit, Clerk to the Board, stated each county is requested to <br /> designate a commissioner or other official as a voting delegate for the North <br /> Carolina Association of County Commissioners (NCACC) Legislative Goals <br /> Conference scheduled for January 12-13, 2017 in Wake County. <br /> A brief discussion ensued. During discussion, Ms. Smit and Mike Downs, <br /> County Manager, responded to questions from the Board. Commissioner Shue was <br /> unanimously selected as the voting delegate for the conference. <br /> BOC - Resolution Establishing the Board of Commissioners' <br /> Megan Smit, Clerk to the Board, reviewed the Resolution Establishing the <br /> Board of Commissioners' 2017 Meeting Schedule. She advised the meeting schedule <br /> includes the Boards' regular meeting schedule as well as potential educational <br /> and conference opportunities they may choose to attend. <br /> A brief discussion ensued. <br /> County Manager - Review of Enhanced Voluntary Agricultural District Revocation <br /> Jonathan Marshall, Deputy County Manager, reported the Cabarrus County <br /> Agricultural Advisory Board met on Monday, November 28, 2016 to consider the <br /> validity of the Faggart property (PIN 4691-79-5791) inclusion in an Enhanced <br /> Voluntary Agricultural District (EVAD) . He stated after hearing presentations, <br /> reviewing background material and asking questions, the Agricultural Advisory <br /> Board voted to remove the property from the EVAD. This item is now being <br /> presented to the Board of Commissioners to affirm and finalize that decision. <br /> Richard Koch, County Attorney, provided details regarding issues on the <br /> original application and legalities regarding the current status of the <br /> property. <br /> UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt and <br /> unanimously carried, the Board suspended its Rules of Procedure in order to <br /> take action on this item due to time constraints. <br /> UPON MOTION of Chairman Morris, seconded by Commissioner Shue and <br /> unanimously carried, the Board affirmed and finalized the Agricultural Advisory <br /> Board' s decision to remove the Faggart property (PIN 4691-79-5791) from the <br /> Enhanced Voluntary Agricultural District (EVAD) . <br /> Approval of Regular Meeting Agenda <br /> The Board discussed the placement of the items on the Agenda. <br /> UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br /> -lnanimously carried, the Board approved the December 19, 2016 Agenda as follows: <br /> Minutes <br /> • Approval or Correction of Meeting Minutes <br /> Recognitions <br /> • Presentation - Representative Linda Johnson <br /> • Human Resources - Recognition of Holly Krause on Her Retirement <br /> from Cabarrus County Department of Human Services <br /> • Human Resources - Recognition of Kathy M.
