December 19, 2016 (Regular Meeting) Page 2996 <br /> In response to a question from the Board, Mr. Goforth advised the <br /> requested funds, if approved, should be appropriated from the Tax Deferment <br /> Fund. <br /> Mike Downs, County Manager, advised, each year the SWCD is allocated <br /> $125, 000.00 for these type projects. <br /> UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br /> unanimously carried, the Board approved the revised contract. <br /> (G-B) Infrastructure and ,Asset Management -- Sonoco Recycling Proposed Recycled <br /> Materials Agreement Amendment <br /> Kevin Grant, Sustainability Manager, presented a proposed amendment <br /> received from Sonoco Recycling representatives in connection with the current <br /> recycled materials agreement. He reported the agreement covers recycled <br /> material collected from unincorporated Cabarrus residents, county schools and <br /> recycling convenience centers. He stated the request from Sonoco in large part <br /> is due to the depressed oil prices and the economy in general, and added that <br /> Sonoco has already approached Concord and Kannapolis in regards to amending <br /> their agreements. He advised the proposed amendment would realize an increased <br /> recycling rebate for the County but also has the potential for the county to <br /> pay Sonoco Recycling if the average single stream commodity pricing is below <br /> the stated threshold price. <br /> A discussion ensued. During discussion, Mr. Grant and Kyle Bilafer, Area <br /> Manager, responded to questions from the Board. During discussion, Mr. Grant <br /> advised the County is looking into other options in cooperation with Concord <br /> and Kannapolis for future recycling agreements. <br /> UPON MOTION, of Commissioner Shue, seconded by Commissioner Mynatt and <br /> unanimously carried, the Board approved the amendment to the recycled materials <br /> agreement. <br /> (G-6) BOC - HB12 and HB13 <br /> Mike Downs, County manager, presented a request from Dr. Chris Lowder, <br /> Cabarrus County Schools (CCS) , Superintendent and Dr. Chip Buckwell, Kannapolis <br /> City Schools (KCS) , Superintendent, for a resolution in support of House Bill <br /> 12 (H312) and House Bill 13 (H313) . He then read the resolution aloud. <br /> A discussion ensued. <br /> UPON MOTION of Commissioner Poole, seconded by Commissioner Shue and <br /> unanimously carried, the Board adopted the resolution with the provision that <br /> the figures be updated by the County Manager after discussion with the <br /> appropriate superintendents. <br /> Resolution No. 2015-22 <br /> A RESOLUTION SUPPORTING HOUSE BILLS 12 AND 13 <br /> WHEREAS, Representatives Johnson, Horn, Elmore and Blackwell have filed and <br /> sponsored House Bill 12 (HB12) titled "AN ACT TO PROVIDE ADDITIONAL FLEXIBILITY <br /> TO LOCAL BOARDS OF EDUCATION IN ADOPTION SCHOOL OPENING DATES, " and House Bill <br /> 13 (HB13) titled "AN ACT TO MODIFY THE MAXIMUM AVERAGE CLASS SIZE REQUIREMENTS <br /> AND INDIVIDUAL CLASS SIZE REQUIREMENTS FOR KINDERGARTEN THROUGH THIRD GRADE"; <br /> and <br /> WHEREAS, H312 states that local boards of education may schedule their school <br /> opening date to coincide with the opening date of the community college serving <br /> the school district; and <br /> WHEREAS, Cabarrus County Schools and Kannapolis City Schools have both expressed <br /> in writing a desire to align their schedules with that of Rowan-Cabarrus <br /> Community College in order to make it less complicated for high school students <br /> to take classes at the community college and earn college credits while in high <br /> school; and <br /> WHEREAS, HB13 seeks to provide more flexibility regarding class size <br /> restrictions; and <br /> WHEREAS, Cabarrus County Schools and Kannapolis City Schools have both expressed <br /> in writing the financial impacts should HB13 fail; and <br />
