December 19, 2016 (Regular Meeting) Page 2997 <br /> WHEREAS, Should HB13 fail to pass, the financial impacts on both school <br /> districts would necessitate the addition of mobile units, infrastructure and <br /> teachers at a considerable local cost. <br /> WHEREAS, Kannapolis City Schools estimates the financial impact on their <br /> district to include the addition of 8-10 mobile units at $99, 000 per unit, the <br /> addition of 10-12 teachers at an approximate local cost of $605, 000 for teacher <br /> salaries and the potential loss of art, music and physical education teaching <br /> positions; and <br /> WHEREAS, Cabarrus County Schools estimates the financial impact on their <br /> district to include the addition of 88 mobile units at $99, 000 per unit as well <br /> as the addition of 104 teachers at an approximate local cost of $312, 000 for <br /> teacher supplements; and <br /> WHEREAS, The long-term educational goals of Cabarrus County students can be <br /> reinforced by supporting HB12 and detrimental financial impacts to the school <br /> districts and the County can be avoided by supporting HB13; <br /> WHEREAS, HB12 reinforces support for the attainment of higher education among <br /> Cabarrus County students, and the passing of HB13 is integral to providing <br /> flexibility for school districts while avoiding severe financial impacts based <br /> on class size restrictions; <br /> NOW THEREFORE BE IT RESOLVED that the Cabarrus County Board of Commissioners: <br /> 1. Supports the passing of H312 and the option for school districts to align <br /> their schedules with the community college; and <br /> 2. Supports the passing of HB13 and the option for flexibility in class size <br /> requirements; and <br /> 3. Petitions the support of their local delegation to the North Carolina <br /> General Assembly regarding H312 and HB13, recognizing the future and <br /> financial impacts on Cabarrus County, its school districts, citizens and <br /> students. <br /> Adopted this 19th day of December, 2016. <br /> /s/ Stephen M. Smit, Clerk to the Board <br /> Following the vote, a brief discussion ensued. <br /> (H) APPOINTMENTS TO BOARDS AND COMMITTEES <br /> (H-1) Appointments (Removals) - Cabarrus County Planning and Zoning Commission <br /> Dane Laney, "Kannapolis Area" representative, resigned from his position <br /> on the Cabarrus County Planning and Zoning Commission on November 15, 2016. It <br /> is requested to remove his name from the roster. <br /> UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br /> unanimously carried, the Board removed Dane Laney from the Cabarrus County <br /> Planning and Zoning Commission roster and thanked him for his service. <br /> (H-2) Appointments and Removals - Home and Community Care Block Grant <br /> The term of appointment for Linda Miller, ex-officio representative, <br /> Centralina Area Agency on Aging, expires on December 31, 2016. An application <br /> was received to serve on the Home and Community Care Block Grant (HCCBG) <br /> Committee from Katie Kutcher, Aging Specialist, Centralina Area Agency on Aging. <br /> Ms. Kutcher resides in Mecklenburg County, and an exception to the "residency" <br /> provision of the Appointment Policy will be needed for her. <br /> The terms of appointment for HCCBG Committee At-large members James Polk, <br /> Anita Helms, Scott Barringer and Janice Yew expire on December 31, 2016. Mr. <br /> Polk, Ms. Helms and Mr. Barringer are willing to serve another term. Mr. Polk <br /> also serves on the Transportation Advisory Board, and an exception to the <br /> "service on multiple boards" provision of the Appointment Policy will be needed <br /> for him. <br />
