December 19, 2016 (Regular Meeting) Page 2980 <br /> (C-6) Communications and Outreach - Photo Display Presentation <br /> Kasia Thompson, Communications and Outreach Manager, recognized L.J_ <br /> Weslowski with Light Capture Photography of Concord for his contributions to <br /> the Governmental Center' s Photo Display from February to November, 2016. <br /> (C-7) Proclamation - Martin Luther Kind Jr. pay <br /> Chairman Morris read the proclamation aloud. <br /> UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt and <br /> unanimously carried, the Board adopted the following proclamation. <br /> Proclamation No. 2016-22 <br /> PROCLAMATION <br /> WHEREAS, Dr. Martin Luther King, Jr. , was born on January 15, 1929 in <br /> Atlanta, Georgia, and devoted his life to fighting poverty, injustice and racism <br /> in America; and <br /> WHEREAS, Dr. King, through his practice of non-violent protest, promoted <br /> the importance of love, peace and freedom for humankind and challenged America <br /> to honor its promise of liberty and justice for all citizens; and <br /> WHEREAS, during his lifetime, Dr. King sought to forge the common ground <br /> on which individuals of all ages, races and backgrounds could join together to <br /> address important community issues and provide service to their community; and <br /> WHEREAS, the third Monday in January has been established as a national <br /> holiday to observe the anniversary of Dr. King' s birth. <br /> NOW THEREFORE, the Cabarrus County Board of Commissioners hereby proclaims <br /> Monday, January 16, 2017 as Dr. Martin Luther King, Jr. Day in Cabarrus County <br /> and encourages all citizens to join in the special programs and ceremonies to <br /> be held on January 19-16 honoring the life and work of Dr. King and his legacy <br /> of peace and equality for all citizens. <br /> Adopted this the 19th day of December, 2016. <br /> /s/ Stephen M. Morris, Chairman <br /> Cabarrus County Board of Commissioners <br /> Attest: <br /> 1s/ Megan Smit <br /> Megan Smit, Clerk to the Board <br /> (D) INFORMAL COMMENTS <br /> None. <br /> (E) OLD BUSINESS <br /> (E-1) County Manager- - Request to Lease Area Adjacent to Concord Library <br /> Jonathan Marshall, Deputy County Manager, updated the Board on the <br /> previously discussed 2015 request and draft lease. He advised the majority of <br /> the additional information has been received and the monthly rental fee has <br /> been discussed with the business owner. He then requested direction from the <br /> Board. <br /> A discussion ensued. During discussion, Mr. Marshall responded to <br /> questions from the Board. <br /> UPON MOTION of Chairman Morris, seconded by Vice Chairman Honeycutt and <br /> unanimously carried, the Board approved an agreement between Cabarrus County <br /> and 23 Union LLC to lease a certain portion of the County' s grounds to the south <br /> of the County' s Concord Public Library, located at 27 Union Street, North in <br /> Concord, to use as an outdoor seating area adjacent to a planned restaurant in <br /> the building located at 23 Union Street North for $2, 000.00 per year for the <br /> first year and $3, 000.00 per year for each year thereafter for the remaining <br /> term of the initial lease. <br /> (F) CONSENT <br />
