January 17, 2017 (Regular Meeting) Page 2008 <br /> Note: This item has been moved to the February 17, 2017 regular meeting. <br /> (G-3) Finance - CCS Funding Request for New High School Construction <br /> Mike Downs, County Manager, advised the Finance Department provided <br /> additional information in connection with the Cabarrus County Schools <br /> (CCS) Board of Education' s request for the Board of Commissioners to fund a new <br /> high school. He suggested deferring continued discussion until the Board' s <br /> retreat later this month. He further advised Dr. Chris Lowder, Cabarrus County <br /> Schools (CCS) , Superintendent, and Tim Lowder, CCS, Executive Director of <br /> Operations, were available for questions. <br /> A lengthy discussion ensued. During discussion, Dr. Lowder and Mr. <br /> Lowder, responded to a variety of questions from the Board. <br /> Chairman Morris advised the Board had a consensus to defer a decision <br /> until the Board' s retreat. <br /> (9-4) Emergency Management - NorthEast Cabarrus Volunteer Fire Department <br /> Steve Langer, Fire Marshal, presented a request for NorthEast Cabarrus <br /> Volunteer Fire Department (VFD) , Inc. to purchase a 2017 Pierce tanker through <br /> Uwharrie Bank at a cost of $273, 137 .00 on a tax-exempt basis for lower interest <br /> rates. He stated one of the requirements, per the United States Internal <br /> Revenue Code, requires approval of the financing by the Board of Commissioners. <br /> NorthEast Cabarrus Volunteer Fire Department, Inc. has held a public hearing on <br /> the financing, as required by the Code. <br /> A discussion ensued. During discussion, Mr. Langer, Pat Bergeron, <br /> NorthEast Cabarrus VFD, Inc. , Board President, and Mike Downs, County Manager, <br /> responded to questions from the Board. Kevin Kirk, Northeast Cabarrus VFD, <br /> Inc. , Fire Chief, was also in attendance. <br /> UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt and <br /> unanimously carried, the Board adopted the following resolution. <br /> Resolution No. 2017-03 <br /> RESOLUTION APPROVING THE FINANCING OF NORTHEAST CABARRUS <br /> VOLUNTEER FIRE DEPARTMENT, INC. FOR UP TO $273, 137 FOR <br /> PURCHASE OF NEW FIRE APPARATUS <br /> WHEREAS, Northeast Cabarrus Volunteer Fire Department, Inc. has <br /> determined to finance an amount of up to $273, 137 for a new Pierce tanker; and <br /> WHEREAS, the United States Internal Revenue Code requires that for such <br /> financing to be carried out on a tax-exempt basis, the Cabarrus County Board of <br /> Commissioners must first approve the financing; and <br /> WHEREAS, Northeast Cabarrus Volunteer Fire Department, Inc. has held a <br /> public hearing on the financing after published notice, as required by the Code; <br /> and <br /> WHEREAS, Northeast Cabarrus Volunteer Fire Department, Inc. has reported <br /> the proceedings of the hearing to this Board; <br /> NOW, THEREFORE, BE IT RESOLVED, that the Cabarrus County Board of <br /> Commissioners approves Northeast Cabarrus Volunteer Fire Department, Inc. to <br /> enter into the financing, as required under the Code for the financing to be <br /> carried out on a tax-exempt basis; including approval of Northeast Cabarrus <br /> Volunteer Fire Department' s required public hearing. <br /> Adopted this the 17th day of January, 2017 . <br /> /s/ Stephen M.
