January 28, 2017 (Board Retreat) Page 3013 <br /> The Board of Commissioners for the County of Cabarrus met for a Board <br /> Retreat at the Cabarrus Arena and Events Center in Concord, North Carolina on <br /> Saturday, January 28, 2017 at 8:00 a.m. <br /> Present - Chairman: Stephen M. Morris <br /> Vice Chairman: Diane R. Honeycutt <br /> Commissioners: F. Blake Kiger <br /> Elizabeth F. Poole <br /> Lynn W. Shue <br /> Also present were Mike Downs, County Manager; Pam Dubois, Senior Deputy <br /> County Manager; Jonathan Marshall, Deputy County Manager; Kyle Bilafer, Area <br /> Manager; and Megan Smit, Clerk to the Board. <br /> The following persons were also present: <br /> Cabarrus County Schools: Dr. Chris Lowder, Superintendent; Lynn Rhymer, <br /> Assistant Superintendent of Operations; Tim Lowder, Executive Director of <br /> Operations; Kelly Kluttz, Chief Finance Officer. Cabarrus County Schools Board <br /> of Education Members: Barry Shoemaker, Chairman; and School Board Members Cindy <br /> Fertenbaugh and Rob Walter. <br /> Kannapolis City Schools: Dr. Chip Buckwell, Superintendent; and Will <br /> Crabtree, Director of Business Operations. Kannapolis City Schools Board of <br /> Education Members: Todd Adams, Chairman and School Board Member Anita Parker. <br /> Rowan-Cabarrus Community College: Janet Spriggs, Chief Operating <br /> Officer; and Sarah Walker, Director in Governance, Foundation Operations and <br /> Public Information. Dr. Carol Spalding, President, was unable to attend due to <br /> a workforce development conference. <br /> Chairman Morris called the meeting to order at 8:08 a.m. <br /> Welcome, Introductions and Overview <br /> Mike Downs, County Manager, welcomed board members, staff and guests to <br /> the annual Board of Commissioners' retreat. <br /> Tax Administration Update <br /> Eddie Mitchum, Tax Administrator, presented a brief Tax Administration <br /> update. Topics included the FY18 revenue estimate, a description of the <br /> components of that estimate, comparison of FY17 and FY18 estimates, and a recap <br /> on the 2016 revaluation process. <br /> Financial Forecast <br /> Susan Fearrington, Finance Director, and Kristin Jones, Senior Budget <br /> Analyst, presented a PowerPoint presentation titled "Financial Update." <br /> The topics included: <br /> • Overview of current year: FY17 <br /> • Overview of next year: FY18 <br /> • Overview of the 5 year plan <br /> Break <br /> The Board took a short break at 9:55 a.m. The meeting resumed at 10:11 <br /> a.m. <br /> Cabarrus County Schools <br /> Dr. Chris Lowder, Superintendent; Tim Lowder, Executive Director of <br /> Operations; Kelly Kluttz, Chief Finance Officer; and Lynn Rhymer, Assistant <br /> Superintendent of Operations, reviewed a PowerPoint presentation titled "10 <br /> Year Plan." <br /> Throughout the presentation, Dr. Lowder, Mr. Lowder, Ms. Kluttz and Ms. <br /> Rhymer responded to questions from board members. <br /> Kannapolis City Schools <br /> Dr. Chip Buckwell, Superintendent; Will Crabtree, Director of Business <br /> Operations; and Todd Adams, Board of Education Chair presented a PowerPoint <br /> presentation.
