February 20, 2017 (Regular Meeting) Page 3025 <br /> The Board of Commissioners for the County of Cabarrus met in regular <br /> session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br /> Center in Concord, North Carolina on Monday, February 20, 2017, at 6:30 p.m. <br /> Present - Chairman: Stephen M. Morris <br /> Vice Chairman: Diane R. Honeycutt <br /> Commissioners: F. Blake Kiger <br /> Lynn W. Shue <br /> Elizabeth F. Poole <br /> Also present were Mike Downs, County Manager; Richard M. Koch, County <br /> Attorney; Pam Dubois, Senior Deputy County Manager; Kyle Bilafer, Area Manager; <br /> and Megan Smit, Clerk to the Board. <br /> Chairman Morris called the meeting to order at 6:30 p.m. <br /> Girl Scout Brownie Troop 1583 conducted the Flag Ceremony.
